 Soins Infirmiers et Development Communautaire (SIDC) is a local non-governmental not-for-profit Lebanese organization that was established in 1987 and officially registered 9/AD in 1992. SIDC envisions a Lebanese society in which all individuals, especially vulnerable populations, fulfill their right to health through their active participation in making informed choices, adopting and promoting healthy behaviors and realizing their potentials. SIDC commits to providing equitable access to healthcare and improve the quality of life of key populations in partnership with them through harm reduction and healthcare services, advocacy, networking, and capacity building for NGOs at the national and regional levels.

 SIDC is seeking a Monitoring and Evaluation (M&E) Officer who will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Programs/Projects. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Programs/Projects. He/she will also provide technical assistance to the implementing agencies, particularly in relation to monitoring, reporting and governance issues.

 Main duties and responsibilities:

 Tool Development & Data Management

  • Contribute to the development of adequate and efficient logical frameworks for each project to meet the donors’ requirements.
  • Develop robust monitoring and evaluation systems that will ensure the tracking of projects/programs results at different levels (outputs, outcomes, and impact).
  • Periodically review and suggest improvement to better fit the projects' context and the team’s needs.
  • Develop qualitative and quantitative data collection tools.
  • Develop baseline data.
  • Ensure that each grant has an adequate M&E plan.

 M&E implementation & coordination

  • Coordinate with field teams to ensure proper and timely implementation of the M&E framework, data collection methods and tools, and respect of the guidelines.
  • Collect qualitative and quantitative data regularly rom beneficiaries and other relevant stakeholders to measure achievement against the performance indicators.
  • Collect and submit regularly to the Executive Director, M&E quantitative and qualitative data to feed into the projects.
  • Maintain and update the database.
  • Collaborate with the project team on qualitative and quantitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.
  • Conduct field visits to report project progress
  • Incorporate field team feedback to ensure the continuous improvement of data management systems.
  • Quality assure all data collected (timeliness, accuracy, validity, reliability, integrity, completeness)

 Reporting

  • Consolidate field data to be submitted regularly to donors under the programme frameworks and indicators.  
  • In collaboration with the Executive Director and the Project Coordinators, write compelling narrative reports for donors, promptly.
  • Support the mainstreaming of gender and conflict sensitivity throughout project activities and M&E processes, including reporting

Capitalisation

  • Contribute to a constructive learning environment and promote good practices.
  • Support the development of relevant accountability initiatives as well as strengthen the effort to document the impact of the SIDC’s activities by sharing lessons learned from reporting regularly with the team and communicating recommendations for enhancement of the projects/programmes
  • Extra tasks might be required by the Executive Director: Data collection (and coordination with the field), Reporting, Evaluation –feedback, Translations.

     

   Qualifications and experience

  The successful Monitoring and Evaluation Officer must be a self-directed individual with the following qualifications: 

  • At least a master’s degree in Public Health, Information Management, International development, Project Management or any relevant field. Specific M&E course/degree would be an asset;
  •  At least three to five years professional experience in M&E with evidence of having undertaken similar assignments with NGOs;
  • Professional technical knowledge/expertise in theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods;
  • Proven Experience in setting up M&E mechanisms and tools;
  • Proven success in designing, implementing, and operating M&E systems from project initiation to close out
  • Relevant work experience in data collection preferably in social work, community development, non-government, and/or outreach organizations;
  • Demonstrated experience collaborating with technical teams to extract lessons learned from ongoing and completed activities and make adaptations for improved performance and impact
  • Proficient in MS Office applications, including Word and Excel
  • Experience using Digital Data collection and analysis applications (e.g., KoboCollect, SPSS, STATA)
  • Previous experience in the area of Non-Governmental sector;
  • Experience in gender issues;
  • Excellent analytical, interpersonal, and reporting skills, with knowledge of and experience in the application of policy and procedures standards
  • Excellent communication and presentation skills, specifically the ability to deliver succinct and persuasive analysis.
  • Offer great organizational skills and efficiency in meeting commitments, observing deadlines and achieving results
