KEY RESPONSIBILITIES 

 

Key Responsibility 1: Planning and Documentation 

  • Participate in program design and proposal discussions, including support on theory of change development, log frame design, and budgeting for M&E. 
  • Responsible for the design, quality, development, and completion of all assessments, monitoring efforts.
  • Establish a central documentation system for  MEAL related  project documents  
  • Develop and operationalize a MEAL plan based on project documents and existing MEAL systems 
  • Ensure that the M&E data (reports, baseline surveys, and evaluations) are easy accessible for all project managers and stakeholders  

Key Responsibility 2: Establishing M&E System  

 

  • Develop M&E plans, quality indicators and logical frame works for all proposals/ program documents    
  • Provide technical guidance in the design and implementation of M&E activities
  • Develop and maintain database on project indicators related to various projects and provide technical inputs/service to project staff 
  • Develop effective performance indicators and result framework that conform to the scope of work of projects  
  • Support in developing data collection methodology and tools, and systems for on-going data analysis. 

Key Responsibility 3: Monitoring and Reporting 

  • Conduct regular monitoring visits to ensure that the project is on the right track in performing the planned activities and achieved the expected outputs, and to conduct data quality checks or on spot monitoring of activities
  • Use data collection tools to gather qualitative and quantitative data at different levels
  • Implement the basic monitoring and evaluation concepts and system in accordance with the purpose of MEAL activities
  • Conduct regular data cleaning, data verification of data received from the field teams
  • Ensure monthly quantitative reports are properly filled and maintained, including necessary disaggregation of all data by sex, nationality, age, and other relevant disaggregation.
  • Regularly fill and update the Indicator Tracking Table to reflect progress on different project indicators.
  • Produce basic data visualization to summarize monthly progress of indicators, highlight trends in the data, etc.
  • Ensure that monitoring data are fed into management decisions and used in project management. 
  • Identify major challenges for project implementation and report to the top management team for immediate decision making  
  • Coordinate the development of a methodology for  monitoring and verification of implemented activities
  • Organize, lead on, and conduct regular monitoring activities such as satisfaction surveys, post distribution monitoring, etc.
  • Conduct data cleaning and analysis of collected data under monitoring activities such as satisfaction surveys and produce narrative reports summarizing and visualizing key findings
  • Install, configure, and use different mobile data collection platforms such as Kobo, ONA, ODK, etc.
  • Provide technical support for all aspects of mobile data collection, and ensure all data collected is transferred from devices/successfully uploaded to the server.
  • Provide capacity building and support to field implementation staff on the data collection and data entry.

Minimum Requirements

 

  • At least 1 year of experience in monitoring, evaluation, accountability and learning of projects in humanitarian settings. 
  • University degree in social sciences, development planning/international development, and statistics, or similar fields, or relevant combination or work experience and education 
  • Demonstrated skills in and understanding of , monitoring, evaluation, accountability, and learning concepts
  • Demonstrated skills in report analysis and writing. 
  • Demonstrated ability to work with supervisors and other senior officials. 
  •  Good writing and oral presentation skills (in English and Arabic) 
  • Ability to work independently and as part of a team. 
  • Proficiency in Microsoft Office packages - i.e. Word, Excel, Power point etc. 
  • Demonstrated experience with database entry and management.
  • Experience in mobile data collection tools such as Kobo, ONA, ODK, etc
  • Personal and organizational skills, including time management and the ability to meet deadlines
  • Demonstrated understanding of data collection methods.
  • Demonstrated experience with field data collection, sampling methods and data quality auditing in field locations
