SI is seeking an Evaluation Team Member who would have a professional background in rule of law, judiciary system, parliamentary practice and procedures, knowledge of current t legislation. Knowledge in public private partnerships is a plus.  He/She should preferably have work experience with Lebanese public and private entities including parliament, ministries and municipalities.

This person should participate in the preparation and submission of the draft and final evaluation report. He/she should have a minimum of 12 years’ of progressive experience in the related sectors with great knowledge on the legal gaps and issues affecting the the recovery of the Lebanese economy. Experience working with Parliament, the Ministries, and Municipalities is a plus. This person should have experience in the design, assessment and/or evaluation of foreign assistance interventions with organizations like USAID, the United Nations, or the World Bank.

The team member should have excellent written and oral communication skills in English. Fluency is Arabic is an advantage.

The TM will support the Evaluation Team Leader (TL) and PMSPL II staff members to conduct the PEA. The estimated duration for completion of the evaluation is 9 weeks proposed to start in early February  2021. A six-day work week is assumed. The TM will be hired during the assessment and will contribute to areas as designated by the team leader. The expected number of LOEs is up to 15 days. The deadline for the submission of the Draft Report to USAID is March 2021.

Responsibilities:

  • During the pre-field work period, under direction of  TL, the TM will work with the assessment team to develop the assessment framework, fine tune the questions, design the methodology and data collection strategy, design the assessment tool guides (KIIs & FGD), and prepare an outline for data analysis.
  • During the kick-off period, the TM will support the TL and team members to finalize the interview guides, finalize the logistics for the field work, draft and submit the inception report for USAID.
  • At the field level, the TM will support the TL and team members to finalize the interview guides key as well as prepare summaries of the interviews and meetings to be included in the assessment report.
  • At the post-field work level, the TM will support the TL and team members to analyze the data, write up sections of the report and assist in presenting main findings for USAID.
  • The expert is expected to support the assessment team members in responding to USAID comments on the draft report and support the team in submitting a final report to USAID mission.
