Call for application - Local consultants (multiple positions-multiple sectors)

Social Impact is a global development management consulting firm. We provide monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. We work across all development sectors including democracy and governance, health and education, the environment, and economic growth. Since 1997 we have worked in over 100 countries for clients such as US government agencies, bilateral donors, multilateral development banks, foundations, and nonprofits.

Through PMSPL II, Social Impact supplements the monitoring and program management efforts of USAID/Lebanon staff and verifies, monitors, and supports USAID program performance in Lebanon. The period of performance of this project is September 2015 – September 2020.

Through this call for application, Social Impact (SI) intends to seek support from a pool of local consultants to support in performing potential tasks such:

1. Quick advisory and consultancy tasks.
2. Quick assessment of development interventions that were already implemented and completed.

The areas of interventions and support are related to : Agriculture (including all sub-sectors), water and wastewater, municipal support, renewable energy, and Public Private Partnership.

Responsibilities:

1. Quick advisory and consultancy tasks.

For these tasks the responsibilities consist of the following:

• Meet with PMSPL II and USAID to provide advisory or clarification on a specific topic or area of interest.
• Draft as requested an informative report summarizing the consultant recommendations or any clarification required as per the designated SOW.

1. Quick assessment of development interventions that were already implemented and completed.
   • For these tasks the responsibilities consist of the following:
   • Conduct Desk review on the specific intervention indicated in the SOW.
   • Suggest as needed adjustments to questions mentioned in the SOW
   • Identify related Key informants and conduct necessary interviews.
   • Draft and submit a brief report summarizing the findings and related recommendations

Qualifications:

• The local expert should have at least 10 years of experience in any of the above-mentioned fields, experience in more than one of the previously mentioned fields is an advantage.
• He /She should have good understanding of the structure, strengths and challenges facing the above-mentioned sectors in Lebanon.
• He/ She must hold an advanced degree in any of the above-mentioned fields; Ph.D. is an advantage, but not a requirement.
• He/ She should have demonstrated ability to undertake needed analysis.
• He/ She should preferably have knowledge of USAID and other international donors that provide support to the development sector in Lebanon.
• He/ She should be fluent in Arabic and English
• He/ She is expected to work closely with the PMSPL II team.
