Key Responsibilities:
Fiscal Research and Analysis:
- Conduct desk research on the current fiscal filing and archiving practices of the Lebanese government.
- Gather and analyze qualitative and quantitative data using interviews, focus group discussions (FGDs), and site visits.
- Engage in one-on-one meetings with key stakeholders to obtain deeper insights into current practices and challenges.
- Support benchmarking efforts by comparing local practices with international best practices in public financial management.
- Collaborate with the team to develop actionable, evidence-based recommendations for improving fiscal processes.
- Thematic Research Exploration (20% of Role):
- Identify and explore additional research themes as guided by SmartGov’s leadership, focusing on governance, policy reform, and innovation.
- Draft blog posts, white papers, or briefs to disseminate findings and contribute to thought leadership.
Research Planning and Coordination:
- Assist in structuring research frameworks and methodologies, incorporating qualitative and quantitative approaches.
- Develop tools such as questionnaires, interview guides, and survey instruments for data collection.
- Support the Research Lead in defining project objectives, timelines, and deliverables.
- Maintain organized records of research data, sources, and analysis to ensure accuracy and accountability.
Collaboration and Reporting:
- Work with the Research Lead and a team of research assistants to align on project goals and ensure cohesive outputs.
- Draft sections of comprehensive reports summarizing findings, insights, and actionable recommendations.
- Participate in team discussions and brainstorming sessions to refine research approaches and priorities.
Monitoring and Knowledge Sharing:
- Contribute to the preparation of presentations and materials for internal and external stakeholders.
- Share insights from your research in team meetings to inform decision-making and future project development.
Qualifications:
- Bachelor’s degree in Public Administration, Political Science, Economics, or a related field (Master’s preferred).
- Minimum of 2 years of experience in research, policy analysis, or related fields.
- Previous work in public governance, fiscal systems, or government operations is a strong advantage.
Skills:
- Proficiency in conducting qualitative and quantitative research, including data collection and analysis.
- Strong writing skills for producing reports, blog posts, and policy papers.
- Familiarity with research tools and software such as Excel, SPSS, or STATA is preferred.
- Excellent command of English and Arabic
