CONTEXT 

 

IECD is an international solidarity association, based in Paris and recognized as being of public utility. Since its creation in 1988, IECD has supported the human and economic development of the countries where it operates - about fifteen to date. Its action revolves around 4 sectors of activity (training and professional integration, support for small businesses, access of vulnerable people to education, access to health) within the framework of 9 programs broken down into 52 projects in 15 countries. in Africa, the Near East and Southeast Asia.

Present in Lebanon since 1989, IECD created an office in Beirut in 2007 and carries out its projects in partnership with local actors. (www.iecd.org).

IECD implements, with its local partners, 46 human and economic development projects in some fifteen countries. The core activities of IECD are access for young people to employment through vocational and technical training, access to quality education and health for the most vulnerable populations, and support for small companies. To carry out its actions, IECD is forging partnerships with local structures.

One of the privileged partners of the IECD is the Foyer de la Providence in Salhiyeh. The Mosaik Specialized School was created by the Foyer de la Providence in collaboration with the IECD in 2004. The mission of the Mosaik Specialized School is to welcome and support children with special needs by giving them the opportunity. to develop their academic learning as much as their faculties allow.

• The construction and development of the Mosaik school

To meet the schooling needs of children with specific needs, the Foyer de la Providence, with the support of the IECD, started in 2010 the construction of a new building to accommodate them in a suitable environment.

Three phases of work took place in 2010-2012 then in 2013, and finally in 2016-2017, culminating in the creation of the concrete infrastructure of the entire building, and the completion of three floors. Since then, the school has welcomed more than 80 students per year.

A new phase of work will complete the remaining top floor, comprising several additional classrooms, additional offices, a polyclinic and a learning disability resource center. The teaching team will thus be able to respond to unmet requests and accommodate a total of 100 students each year.

To do this, the IECD and its implementation partner in Lebanon Semeurs d’Avenir  wish to recruit a consultant to supervise  the construction of the top floor of the Mosaik school..

 

 

 

 

 

MISSION 

 

 

Under the responsibility of the program manager, the consultant will have the following functions: 

 

  • The site supervisor will typically work closely with the main architect, main contractor and the site foreman, who are responsible for organizing construction works on site  
  • Reporting to IECD’s focal point  
  • Weekly inspections of the site 
  • Preparing weekly reports on the site and on works evolution 
  • Ensuring main contractor apply safety measures  
  • Ensuring appropriate site rules and welfare facilities are in place. 
  • Carrying out regular inspections. 
  • Helping the head architect/contractor to plan the scope of work, while respecting the schedule  
  • Attending site management meetings. 
  • Carrying out regular inspections to ensure compliance with relevant legal requirements, processes and procedures. 
  • Raising safety concerns at the appropriate level. 
  • Resolving problems and implementing improvements. 
  • Supervising as-built plans of the ongoing site 

 
 

 

PROFILE  

Education : Master 2 engineer or architect

 

 

Required experiences

  • Minimum 2 years of experience in the construction industry (as an engineer or architect)
  • Experience on a required site: Architect site or Engineer site

 

Language: Arabic- English and French (preferable)

  • The ability to communicate with, motivate, and if necessary, discipline the workforce. 
  • The ability to write reports. 
  • The ability to produce drawings and other contract documents.
