The Programme

The programme supports local civil society organizations (CSOs) to better maintain civic space for successful implementation of peacebuilding and conflict transformation activities. It provides capacity building to selected CSOs so that they are better able to identify community issues and needs in an inclusive and participatory manner. It enables CSOs to have operational capacity as well as tools to implement peacebuilding activities.

Goal and Objectives of the Consultancy

Search requires services of an independent consultant to provide training services for the programme’s interventions. The main objective of the consultant is to enhance the CSOs’ capacity and ensure sustainability by providing the CSOs with the necessary “Monitoring and Evaluation (DME)” training. The CSOs will learn how to:

  • Describe and understand the stages in an M&E system;
  • Develop a framework that links project activities to outcomes and impacts (goals);
  • Develop indicators that effectively identify progress toward project outcomes;
  • Develop a system to collect and compile data;
  • Determine an appropriate method of analyzing, presenting and disseminating information to different stakeholders;
  • Demonstrate the ability to use information to identify problems and implement changes.
  • Use the proper skills and tools for effective narrative reporting.
  • Give a better understanding of and relevant insight into a reporting entities purpose, strategy, performance, position and future prospects;
  • Improve transparency and disclosure by allowing key strategic information to be provided to donors

Geographic Locations

These will be shared with the shortlisted candidates, but includes locations in the MENA region. Due to the Covid-19 outbreak, training and coaching sessions will be delivered online.

Deliverables

The roles and responsibilities of the consultant will include:

  • Coordinate with Search and its other trainers to develop the training content, methodology, agenda, clear objectives, expectations of each session, and training materials in consultation with the project management team; 
  • Deliver virtual training sessions on “Monitoring and Evaluation (DME)” and “Narrative Reporting”  to two different groups of CSOs;
  • Deliver a total of 26 coaching sessions to CSOs, ensuring effective and sustainable training outcomes;
  • Following up with the CSOs through the coaching sessions and assisting with new policies they want to implement;
  • Ensure the quality, timely, inclusive and creative implementation of the training opportunities, and guarantee the active engagement of all participants;
  • Develop evaluation forms, pre and post-tests, in coordination with Search’s Monitoring and Evaluation (M&E) and project teams;
  • Submit a final assessment report on the training sessions, in line with Search reporting requirements and standards.
  • Submit a training manual about “Monitoring and Evaluation (DME)” and “Narrative Reporting” that is easy to understand, intuitive enough for the viewer to manoeuvre through and well sectioned for easy reference for Search archival purposes.

Requirements of Consultant

The following skills and experience are expected by Search for the consultant:

  • Bachelor degree in social sciences or a relevant domain;
  • Excellent knowledge of international standards and best practices of M&E for the humanitarian/development sector;
  • Minimum 3 years’ experience as a trainer;
  • Experience in training in M&E development and implementation;
  • Experience in participatory assessment, monitoring and evaluation, training and facilitation;
  • Previous experience in delivering remote/online trainings;
  • Proven experience in the design, development, and delivery of similar trainings and designing evaluation forms and pre and post-tests;
  • Ability to tailor training modules to the specific needs of trainees;
  • Strong knowledge of the MENA region context;
  • Profound knowledge of conflict transformation, conflict sensitivity and gender sensitivity;
  • Willingness and ability to be flexible; 
  • Excellent interpersonal skills;
  • Experience in working with international organizations;
  • Training will be conducted in Arabic - Reporting will be conducted in English.
