ROLE PURPOSE: The Monitoring, Evaluation, Accountability & Learning (MEAL) Assistant will support the MEAL Officer in implementing Save the Children Lebanon’s MEAL framework in their field site. Together with the MEAL Team based in the central office, the MEAL Assistant will have a key role in rolling MEAL systems in the corresponding field.

The MEAL Assistant will specifically support programme staff in implementing MEAL systems, paying particular attention to monitoring and evaluating programme quality, results and impact and systematically integrating accountability and learning in programme management cycle.

 

SCOPE OF ROLE:

Reports to: MEAL Officer

 

CHILD SAFEGUARDING:

Level 3:  The role holder will have contact with children and/or young people either frequently or intensively.

 

KEY AREAS OF ACCOUNTABILITY:

Follows up with the assigned project MEAL activities at the field level in general and monitoring activities in specific.

- Conducts QBMs for assigned projects.

- Consolidates of program Indicator Performance Tracking Table, output tracker and other reporting tools.

- Provides feedback regarding the status of MEAL implementation plan per project.

- Supports in the process of outcome level analysis for assigned projects.

- In collaboration with MEAL Officer, supports review of data collection methodology and revision of existing tools or development of new tools.

- Supports the development of data collection and analysis plans by program teams.

- Quality control of data collection process through regular spot check visits.

- Supports internal evaluations and or reviews at field level.

- Performs any other tasks as requested by the MEAL Department.

- Complies with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES:

- Excellent verbal and written skills in Arabic and good written and spoken English

- University degree or equivalent experience in international development, social sciences or similar

- Experience and knowledge of monitoring, evaluation and needs/impact assessment methods

- Experience in training and coaching

- Skills in designing and implementing information management and performance measurement frameworks

- Strong interpersonal and organisational skills, and ability to work under pressure

- Proven analytical and problem solving skills

- Detail-oriented

- Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share assessment and monitoring results

- Demonstrated understanding of emergency response activities

- Commitment to and understanding of Save the Children’s aims, values and principles
