The Rosa-Luxemburg-Stiftung (RLS) is an internationally operating non-profit institution that has become a provider of political education and a center for progressive social research in both Germany and throughout the world. RLS promotes critical analysis of society, and supports transnational, emancipatory and solidarity networks that strive for democratic and social participation and empowerment. RLS is affiliated with the German political party "The Left/ Die Linke".

RLS is working in Lebanon since 2017. The Beirut office currently works within Lebanon, Syria, and Iraq as its main countries of cooperation (in close cooperation with local partner institutions, groups, and individuals on site) and analyzes developments in Iran, Yemen, Saudi-Arabia and Qatar.

 

For our Beirut office, we are looking for a Financial Manager to start with us immediately.

 

General Role:

The FM plans and manages all overall financial flows and resources of the Rosa-Luxemburg-Stiftung Beirut Office in all countries that the office is responsible for. S/he keeps accuracy of all accounting records, monitoring, budgeting and booking. The work is to be performed with a set of books and accounting systems, which accurately and fairly reflect all the financial affairs of the foundation in accordance with a) generally accepted accounting principles and practices; b) the requirements of the Rosa-Luxemburg-Stiftung in Berlin, Germany; c) the requirements of the German government as the foundation's donor.The FM ensures to keep a transparent, safe and organized financial management system.

 

Key Responsibilities and accountabilities including but not limited to:

Accounting and budgeting:

Create, monitor and evaluate, independently and on a regular basis, the financial reports and spending of all projects funded by the foundation,

Assist the Director and Programme Managers with budget adjustments

Communicate and cooperate with the foundation's auditors as well as with the financial department and other officers of the RLS in Berlin, Germany,

Timely and accurate bookkeeping of monthly expenditures

Collecting, filing and cataloguing all financial documents (physical and virtual storage), especially creation and maintenance of the physical bank and petty cash folders, as well as the finance folders on the local server.

Preparation, in collaboration with the foundation's public accountants, of all financial reports required by a) Lebanese authorities; b) the German government as the foundation's donor; c) the RLS in Berlin, Germany

Preparation and management of transfers for online banking

Monitoring of accounts payables and receivables

Drafting, revising and finalising templates for financial and administrative management of the office

Financial management:

Develop and submit regular fund request to the RLS in Berlin

Draft, revise, finalise templates for financial and administrative procedures to ensure smooth management of the office

Prepare and manage local staff payroll as well as all related documentation including social security in collaboration with the Fiduciary

Ensure, in cooperation with the foundation's public accountants and lawyers, the foundation’s compliance with local tax and labor legislation

Assist, consult and give advice to project partners on all financial matters in respect of the cooperation.

Support and advice regarding mathematical accuracy of partner and project budgets and expenditures when required.

Assist in giving trainings for new staff at RLS Beirut and for partners in financial management

 

Qualifications and experience:

Bachelor’s degree in Finance or any related field

Minimum of 3-5 years of experience from working as a Senior Financial Manager in a similar organizational and regional context

Experience in working in complex and volatile contexts

Proficiency in MS Excel and accounting systems

Excellent written and verbal English and Arabic skills, German is an asset

Precise and driven

Attention to detail

Ability to work under pressure

Team player

Deadline oriented and well organised

Experienced in carrying out training

Identification with the overall goals of the RLS.

 

 

Post Conditions:

 

Type of contract: Local Lebanese consultancy contract until the end of 2023 with the possibility of extension;

Working hours: Full time (40 hours/week);

Location: Beirut, with travel to other countries in the West Asia region;

Salary & Conditions: According to RLS Beirut Salary Scale;

Starting date: ASAP
