BRIDGES FOR LIFE: Building the capacities of Syrian Health and Mental Health professionals to address the needs of Torture Survivors

أ. المقدمة والأهداف

  1. أطلقت هذه الدعوة لتقديم الطلبات في إطار مشروع مركز ريستارت :"جسور للحياة - لبناء قدرات الأخصائيين السوريين في مجال الصحة والصحة النفسية لتلبية احتياجات الناجين من التعذيب" بتمويل  من منظمة التنمية والسلام- كاريتاس كندا.

يهدف المشروع إلى تحسين معرفة الأخصائيين السوريين وفهمهم وممارساتهم في مجال الصحة والصحة النفسية، لتلبية احتياجات اللاجئين السوريين الناجين من التعذيب.

  1. INTRODUCTION AND OBJECTIVES:

This call for Applications is launched within the context of RESTART CENTER’s Project: “BRIDGES FOR LIFE - Building the capacities of Syrian Health and Mental Health professionals to address the needs of Torture Survivor” funded by Development and Peace – Caritas Canada.

The Project will contribute to improving the main Quality criteria of Health and Mental health rehabilitation services inside Syria to address the needs of torture survivors within the larger Syrian refugee community.

 

ب. الإجراءات

تشمل هذه الدعوة لتقديم الطلبات المحاور التالية:

  • الوحدة الأولى: وحدة تدريبية مدتها يومان حول التحديد المبكر لضحايا التعذيب وإحالتهم، يتم خلالها تدريب۱٠ أخصائيا سوريا في مجال الحماية، الصحة والصحة النفسية (۱٠ أخصائياً مقيماً في سوريا).

يهدف هذا التدريب إلى مساعدة العاملين الميدانيين في تحديد الضحايا الذين تعرضوا للتعذيب في الماضي وبالتالي إلى تسريع عملية التدخل. ويحتوي التدريب على ما يلي:

  • من هم ضحايا التعذيب
  • الآثار النفسية والجسدية للتعذيب على المستوى الفردي والعائلي والجماعي.
  • الإعتبارات العامة خلال المقابلة مع ضحية التعذيب
  • الصدمة الثانوية و طريقة التعامل معها
  • مقدمة حول الإطار القانوني الدولي للتعذيب
  • آليات الشكاوى الدولية

 

  • الوحدة الثانية: تدريب للخبراء المتدربين لمدة ٥ أيام حول بروتوكول إسطنبول (IP) وتوثيق التعذيب.

۱٠ خبراء في مجال الصحة والصحة النفسية وفي مجال الحماية مقيمين داخل سوريا (يشمل الأطباء الشرعيين) والذين كانوا قد شاركوا في الوحدة التدريبية الأولى ، سيستفيدون من الوحدة التدريبية الثانية المتمحورة حول بروتوكول إسطنبول الـ(IP) المعروفة سابقا بـ:"دليل التقصي والتوثيق الفعالين للتعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة". إن الحاجة إلى تقييم شامل وكلي للتعذيب هو السبب الرئيسي الذي أدى إلى اختيار هذه الوحدة التي تهدف إلى مساعدة الخبراء في مكافحة التعذيب من خلال إعطاء مبادئ توجيهية واضحة لضمان تقييم أفضل واستجابة فعّالة للآثار الجسدية والنفسية. ستتناول الوحدة المحاور التالية:

  • مقدمة حول بروتوكول اسطنبول
  • الإلتزامات القانونية الدولية بمنع التعذيب حسب بروتوكول اسطنبول
  • دور المحامين في منع التعذيب
  • التحقيق القانوني في التعذيب
  • الأدلة المادية على التعذيب
  • الأدلة النفسية على التعذيب
  • الفحص والتقييم اللاحقان لضروب معينة من التعذيب
  • تفسير الوقائع المستخلصة والاستنتاجات المادية والنفسية
  • محاكمة صوريّة

 

  • سيحافظ فريق مركز ريستارت على مداومة الاتصالات مع الخبراء السوريين المدربين بهدف إدارة أنشطة ما بعد التدريب في سوريا في مجال إعادة التأهيل.

في مرحلة المتابعة وبعد استكمال برنامج بناء القدرات سيقوم فريق "ريستارت" بإجراء مكالمات إشراف ما بعد التدريب عبر "سكايب مع الخبراء المدربين العشرة بهدف توفير الدعم، الإرشاد والتوجيه اللازم للخبراء خلال تدخلهم مع الناجين من التعذيب.

  1. ACTIONS:

This call for applications covers the following components:

  • Module I: 2-days training module on the Early Identification and referral of victims of torture, to 10 Syrian Health, Mental Health and legal professionals (residing in Syria)

The aim of this training is to assist fieldworkers in the identification of victims of past torture and consequently speed-up intervention processes. It will tackle the below aspects:

  • Who are Victims of Torture?
  • Psychological consequences and Disorders resulting from Torture practices
  • General Considerations during the Interview with Victims of Torture
  • Physical consequences of Torture
  • Introduction to National and International Law
  • International Complaints Mechanisms.

 

  • Module II: An advanced 5-day training on the Istanbul protocol (IP) and torture documentation to the trained experts

A multidisciplinary team of 10 Health and Mental health and Legal experts residing in Syria (including forensic doctors) who took part of the first module “Early Identification and referral of victims of torture” will be  provided with a (5-day) training module on the IP, formally known as the Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. The need for a holistic and comprehensive evaluation of torture constitutes the rationale behind the choice of this module.  This component will tackle the below themes:

  • Introduction to Istanbul Protocol
  • International Legal Obligations to prevent Torture according to IP
  • Role of Lawyers in the prevention of Torture
  • Legal Investigation of Torture
  • Physical Evidence
  • Psychological Evidence
  • Examination and Evaluation Following Torture
  • Visit to the Forensic Unit established and operated by Restart Center inside the Palace of Justice – Tripoli
  • Physical Interpretation
  • Case study and Role Play
  • Psychological Interpretation
  • Mock Court Simulation

 

  • Maintenance of contact with the trained Syrian experts aimed at the administration of post training interventions

Following the completion of Modules I and II, Skype calls will be conducted with the 10 trained experts, (an average of 1 supervision Skype call with each participant) for some clinical queries. During the Skype Call the participants could be sharing the main challenges faced throughout their intervention with a specific case.

ج. الأهلية

يمكن للمتخصصين السوريين الناشطين في مجالات الحماية، الصحة والصحة النفسية (يشمل الأطباء والأطباء الشرعيين وغيرهم …)  المحامين، الممرضين الأخصائيين  والمعالجين النفسيين والمربين وعلماء الاجتماع والأخصائيين الاجتماعيين المقيمين في سوريا (علما أن عملهم في سياق المنظمات ليس بالضرورة شرطا)،  أن يتقدموا بطلبات للمشاركة في برنامج بناء القدرات. سيتم اختيار ۱٠ خبراء من مختلف المجالات.

 

  1. ELIGIBILITY:

Syrian professionals active in the fields of Protection, Health and mental health, including but not limited to Doctors (Physicians, forensic…), lawyers, Nurses, psychologists, physiotherapists, educators, sociologists and social workers residing inside Syria (Not necessarily operating in the context of an organization), may apply for this capacity building program. 10 Syrian Professionals will fully take part in the modules.

  • ستتم مراجعة الملفات المستكملة من قبل لجنة في مركز "ريستارت" بحلول نهاية الموعد النهائي المحدد
  • سيقوم ۱٠ متخصصاً بتوقيع اتفاقية التزام مع "ريستارت" يسري مفعولها طوال مدة المشروع وتتضمن أقساماً متعلقة بالسلوك المهني وآدابه. كما سيرفق بهذه الاتفاقية خطاب تعهد (رسالة دعم من صاحب العمل أو تعبير عن الاهتمام في حال كون المشارك خبيرا مستقلا) والذي يجب توقيعه بعد النظر فيه بعناية من قبل الجهة المعنية. خطاب التعهد سوف يأخذ بعين الإعتبار التالي:
  1. إذا كان المشارك موظفًا في منظمة مجتمع مدني مقرها في سوريا ، فيجب أن يأخذ المحتوى شكل دعم من صاحب العمل ، مبينًا اهتمام المنظمة بتعيين موظفها لهذا المشروع المحدد بهدف الاستفادة من المعرفة المكتسبة في مجال عملهم.
  2. ثانيا. إذا كان المشارك خبيراً مستقلاً ، فستأخذ الإتفاقية شكلًا مشابهًا، لكنها ستشمل أيضًا تعبير عن الإهتمام أو الإستعداد لإنشاء برنامج جديد لإعادة التأهيل في سوريا بهدف توفير ما يلزم من خدمات صحة نفسية أو نفسية - إجتماعية على مستوى المجتمع ، وبالتالي خدمة الهدف الأكبر من هذاالمشروع.

  1. MODALITIES OF PARTICIPATION
  • Interested candidates will have to complete and submit their respective application to the following email address: [email protected] as well as upload their Curriculum vitae 
  • The deadline for submission of applications is Monday September 9.
  • Completed profiles will then be reviewed by a committee at Restart center by the end of the specified deadline
  • The identified 10 professionals will be signing a commitment agreement with Restart valid throughout the project lifetime and including sections related to the professional conduct and ethics. This commitment agreement will enclose a letter of engagement (support letter from employer, or expression of interest if the participant is an independent expert), which shall be also signed upon careful consideration of its content by the concerned entity. The letter of engagement will take into account the below conditions:
  1. If the participant is an employee at a civil society organization based in Syria, the content shall take the form of a support letter from the employer, indicating the organization’s interest in assigning its employee for this specific project with the aim of utilizing the acquired knowledge at their own field of work.
  2. If the participant is an independent expert, the respective letter will predominantly take a similar form but shall additionally comprise an expression of interest or willingness to establish a new rehabilitation program which shall optimistically be advanced into an independent legal entity in Syria aiming at providing the necessary mental health or psychosocial services at the community level and therefore serving the larger objective of this action.
