Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.  

 

Today, PU-AMI is intervening in 22 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health, Protection and in Livelihood Recovery sectors.

 

 

  1. GENERAL OBJECTIVE

Under the supervision of the MEAL Manager, the MEAL Officer contributes to the implementation of the base MEAL activities in the field. With the support of the IM Officer in Coordination Office and the IM Specialist, the MEAL Officer also provides support to MEAL and program teams in terms of general data management and reporting.

    2.RESPONSIBILITIES AND TASKS

MEAL: S/he will contribute to the implementation of all MEAL field-related activities;

Logistics and Administration: S/he will anticipate logistical and administrative needs related to MEAL activities;

Safety and Security: S/he will follow safety and security rules on-base and will transmit all safety and security information to the MEAL Manager.

Information management: S/he will support MEAL and Program teams with daily information management activities such as database daily maintenance, production of relevant reports, data quality and accuracy checks.

Support other departments on punctual basis, based on request from direct management.

IMPLEMENTATION OF THE MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING PLAN

 

- Collect qualitative and quantitative data for program and MEAL activities, including assessments, Post Intervention Survey, Satisfaction Surveys, KAPs, etc.;

- Plan and conduct Focus Group discussion; prepare transcripts and analysis;

- Conduct Monitoring Field Visit, including in cooperation with other departments;

- Provide feedback to the MEAL Manager on problems crossed at field and propose solutions.

 

INTERNAL AND EXTERNAL REPORTING

-Contribute and participate within weekly unit and program meetings, providing accurate reporting on success and challenges;

-Prepare reports and fact sheets when requested by the MEAL Manager;

-Identify and refer to the Referral Officer any vulnerable case identified;

-Disseminate PU-AMI referral and complaint mechanism among beneficiaries.

 

 INFORMATION MANAGEMENT

-Support the program teams in the roll-out of new databases and data management processes by providing quality feedback on their utility/impact and suggest improvements where needed;

-Support the Information Management Specialist in maintaining the information system, in accordance with the mission IM strategy;

-Suggest and implement improvements to Data Management processes in order to increase accuracy and/or simplify/streamline activities;

-Ensure data confidentiality and protection according to PUI-AMI Data protection policy;

-Review and ensure the quality and accuracy of the data collected (data cleaning and entry);

-Upload and back up data on regularly basis.

COMMUNICATION & ETHICAL STANDARDS

-Respond to beneficiaries’ queries with good knowledge of relevant information when approached;

-Comply with humanitarian principles, as well as PU-AMI rules and policies including safety and security;

-Respond to any requests within PU-AMI that might require an alternative communication method or plan of action;

-Maintain an open and transparent channel of communication with the manager, and report any issue that might affect the department’s work and functioning;

-Undertake any other task requested from the manager, including support to other departments.

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

Mandatory requirements

-Language skills: Fluent in Arabic. Intermediate level of English;

-Education degree: Secondary diploma combined with at least 3 years of work experience in the humanitarian sector or conducting surveys; University degree in social science, statistics, business, economy or any other related field;

-Work experience:  one to two years’ experience in NGOs or conducting assessments and surveys;

-Knowledge & skills:

  • Solid communication skills;
  • Effective team player;
  • Good interpersonal and cultural sensitivity skills.
