Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.  

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health, Protection and in Livelihood Recovery sectors.

OVERALL MISSION

  1. GENERAL OBJECTIVE

 

The Food Security and Livelihood Project Manager (FSL PM) is responsible for the management and implementation of Food Security and Livelihood interventions in North Base and works under the supervision of the Field Coordinator, based in North Base.

 

The FSL PM position’s major objectives are to properly achieve the following global tasks:

  • Proper implementation of all aspects of the Food Security and Livelihood project cycle;
  • Team management of all operational staff under his/her supervision;
  • Capitalization on lessons learnt, technical knowledge and experience;
  • Representation and coordination with relevant stakeholders at governorate level, in particular with the local implementing partner LARI.

 

Context of the intervention:

 

In June 2020, PU-AMI started a new project funded by the French Embassy with the aim of supporting the resilience of two hundred vulnerable Households (1000 individuals) in Akkar districts. The intervention is aiming to promote long-term food security and livelihood opportunities in Akkar districts through distribution of assets and inputs for farmers, along with technical training, networking and access to credit for small agricultural enterprises, securing food and livelihood needs of vulnerable Syrian refugees and Lebanese.

 

Through the coordination with other FSL partners, PU-AMI will promote the activation of additional interventions that includes supports for skills training, small business development, assets distribution and networking.

 

  1. RESPONSIBILITIES AND TASKS

 

ROLES AND RESPONSIBILITIES

  1. Programs: S/he will ensure implementation and oversight of all Food Security and Livelihood interventions;
  2. Human Resources: S/he will supervise the projects’ teams (PU-AMI employees);
  3. Logistics and Administration: S/he will oversee the logistics and administrative aspects of the project under his/her responsibility;
  4. Representation: Upon request from his/her supervisors, s/he will represent the organization to local partners, authorities and stakeholders in relation to the scope of the project;
  5. Safety and Security: S/he will assist in following safety and security rules on the base and will transmit all safety and security information to the Field Coordinator;
  6. Strategy: S/he will support in designing and implementing new interventions as requested.

 

SPECIFIC OBJECTIVES AND LINKED ACTIVITIES

  1. INFORMATION COLLECTION AND SHARING

 

  1. Identify needs for information collection according to PU-AMI strategy in the base for Livelihood and Food Security;
  2. Contribute to the definition and development of guidelines and methodologies for need assessments in close collaboration with Monitoring, Evaluation Accountability and Learning (MEAL) department;
  3. Contribute to the realization and finalization of need assessment reports according to PUI –AMI developed formats and donor requirements;
  4. Identify new possible areas for intervention through field assessment, collection of data from other stakeholders, secondary data analysis, review of reports;
  5. Ensure prompt coordination with other FSL actors in the areas of intervention;
  6. Ensure proper communication with different levels of local authorities, under the supervision of the Field Coordinator.

 

  1. IMPLEMENTATION OF ACTIVITIES

 

  1. Design and implement Food Security and Livelihood activities;
  2. Organize, schedule, coordinate and plan the Food Security and Livelihood activities and the team’s work;
  3. Ensure proper coordination and liaison with local partners, local communities and municipalities/authorities under the supervision of the Field Coordinator;
  4. Closely coordinate with the MEAL department for all of their activities linked to FSL projects;
  1. Implement community mobilization (introduce activities to stakeholders, encourage communities’ participation, etc.);
  2. Closely monitor the implementation of the activities and propose adjustments of FSL strategy if needed/requested in cooperation with Livelihood Advisor;

 

  1. HUMAN RESOURCES TEAM MANAGEMENT AND CAPACITY BUILDING

 

  1. In collaboration with the HR department, participate in the recruitment process(es) of staff under his/her line management at base level by: participate in drafting job descriptions/technical tests/interview forms, shortlisting resumes and conducting interviews;
  2. Brief newly recruited personnel on their roles and responsibilities;
  3. Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
  4. Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and Field Coordinator;
  5. Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals every 6 months) to promote professional development;
  6. Define and implement the required training(s) to subordinate(s) regarding skills to be developed on the framework of the project;
  7. Ensure good communication, coordination and information level of each member of the field teams during regular coordination meetings (or other when required);
  8. Solve team conflicts and ensure team building and discipline;
  9. Support in the preparation of team’s work plan with the Field Officers, in accordance with the project’s overall implementation plan;
  10. Constantly liaise and coordinate actions with the Field Coordinator.

 

  1. INTERNAL AND EXTERNAL REPORTING

 

  1. Ensure internal reporting included monthly program progress reports on activities according to PU-AMI tools;
  2. Prepare external reporting with support from his/her supervisor);
  3. Flag any issues received in reports from FSL team in the base.

 

  1. FINANCIAL AND LOGISTICS MANAGEMENT

 

  1. Follow-up on the budget of the project (Financial Follow Up);
  2. Prepare and follow up the cash forecast in link with different projects/activities;

Provide support on technical needs of procurement and logistics, such as oversight on Purchase Requests, quality checks on materials purchases to ensure FSL standards.

 

  1. CAPITALIZATION/INSTITUTIONAL KNOWLEDGE BUILDING

 

  1. Design and write comprehensive Activity Forms for all major operational aspects in direct collaboration with his/her supervisors;
  2. Develop comprehensive supporting documents for activities implementation by the Food Security and Livelihood teams.

 

  1.  ENSURE THE REPRESENTATION OF PU-AMI

 

  1. Represent PU-AMI in the FSL working groups based on request of the Field Coordinator;
  2. Represent PU-AMI with local actors in the areas of implementation of the project and liaise with local authorities when necessary in close cooperation with Field coordinator.

 

  1. CONTRIBUTE TO THE DEVELOPMENT OF NEW PROPOSALS

 

  1. Participate in identifying needs related to food security and Livelihood needs in coordination with the Field Coordinator and the Livelihood Advisor;
  2. In the context of identifying new operations, and together with the Field coordinator, contribute to the preparation of project proposals for the Food Security and Livelihood sector;
  3. Participate in the strategy development of the Mission.

 

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project’s needs.

PU-AMI North Base is willing to develop FSL programs, through projects that promote short term (cash-for-work) or long term (cash-for-training & SMEs support) interventions, in complete relevance to the organization’s strategy in the area, and by providing assistance to vulnerable populations (whether refugees or host communities) in a more sustainable way.

 

PRIORITIES OF THE DEPARTMENT IN LINK WITH THIS NEW PROJECT ARE:

 

  1. Ensure that the objectives of the project are reached;
  2. Leverage the technical knowledge and experience in FSL departments to develop a successful implementation of large-scale interventions;
  3. Improve the coordination with logistics department to ensure a timely and smooth procurement and delivery of all needed material to implement the projects.

 

QUALIFICATIONS 

 

MANDATORY REQUIREMENTS

  •    Language Skills: Fluent in English and Arabic, (speaking/reading/writing).
  • Education Degree: University degree in project management, food security, livelihood, social inclusion or related field.  
  • Work experience: at least 4 years of professional experience in NGOs in management of food security and/or livelihood projects and/or related activities.
  • Computer Skills: Very good knowledge of the MS office software including Word, Excel, Outlook, PowerPoint.
  • Other requirements:
  • Valid driving license
