A-GENERAL OBJECTIVE

Under the direct supervision of the Emergency Response Manager, the Emergency Response Team Leader is in charge of the daily management of Emergency Protection Field Officer(s) and Social Worker(s), preparing schedules and dispatching zones of intervention. S/he provides support and guidance, and participates to the beneficiaries’ selection, in collaboration with the Emergency Response Manager and Protection Technical Protection. S/he identifies and raises teams’ capacity building needs, shares protection trends, and reports any concern to her/his management.

In coordination with the Emergency Response Manager (ERM), the Emergency Response Team Leader represents PU-AMI before partners, authorities including local municipalities and local actors and communities involved in the implementation of protection activities in the targeted areas. It includes as well PU-AMI representation at a regional coordination level related to the Emergency when needed.

To perform this position successfully, she/he should be able to: 

Provide leadership for the protection and cash assistance project/s team and related interventions through coordinating the programmatic, technical, logistical and administrative aspects of the program, ensuring that program activities are delivered on time, on budget and to a high level of quality;

Proper implementation of all aspects of the activities;

Team management of the project staff;

Identification of technical support needs;

Ensure capitalization of all aspects of the protection and cash assistance activities;

Ensure necessary and timely reporting to his/her line manager;

Represent PU-AMI in external coordination bodies related to the response under the delegation of the ERM.

 

B- RESPONSABILITIES AND TASKS

1-ACTIVITIES’ PLANNING, IMPLEMENTATION AND MONITORING

1.1- Related to the conduction of needs and protection assessments and identification of protection issues

Organize, plan and implement all activities with the support of the line manager in a timely manner and according to the SOPs;

Coordinate with relevant partners and stakeholders to ensure a proper geo-split and complementarity of Action;

Monitor the protection environment and regularly update the line manager;

Maintain and ensure a strong analysis of the issues and trends in the protection environment;

As part of the Emergency response team, ensure that all protection and humanitarian principles are mainstreamed and respected.

1.2-Related to the provision of ECA (Emergency Cash Assistance)

Participate in the ECA selection;

Lead and organize cash distributions according to the final decision taken;

Report on a weekly basis the updates of ECA activities to the line manager.

1.3- Related to follow-up and referral to relevant services

Work in close collaboration with the Referral Officer in order to undertake referrals to other internal sectors (notably health and shelter) or to external stakeholders and ensure a proper follow up on the referrals;

Ensure a regular monitoring of the supported cases;

Coordinate with outreach volunteers to mutually refer persons at risk.

1.4- Related to Social Counselling and Case Management

In close coordination with the Protection Technical Advisor, organize and support the Social Workers activities;

Ensure a close coordination with other Protection agencies to mutually refer cases.

2- ENSURE THE HIGHEST QUALITY ON THE IMPLEMENTATION AND MONITORING OF PROJECT TEAM’S ACTIVITIES

Plan activities and ensure that activity timelines are met. In the event of serious delays in project implementation, immediately inform his/her superior and propose solutions to remedy the situation;

Work in close collaboration with the ERM,  to coordinate with the PU-AMI programs and support departments, Protection Advisor and Coordinator, Health Coordinator, and MEAL Coordinator, and program teams within the bases on the strategy for projects, the quality of activities (e.g. Instruments/tools to be used and developed), the technical choices to be made, and the reporting obligations and mechanisms;

Track the defined performance indicators, report on progress to his/her line manager and team, flag any difficulties encountered in project implementation, and propose improvements or reorganization depending on needs;

Complete regular visits to the field to ensure proper implementation of activities, determine gaps and follow up on implementation by the field teams;

Ensure the implementation of monitoring and/or evaluation processes according to the MEAL Strategy plan defined on project needs;

Undertake monthly analyses and transmit the analyzed data to his/her line manager;

Ensure proper archiving of all the documents, tools and training materials produced in the context of project(s) and ensure the availability of the verification sources mentioned in the proposals or sub contract agreements.

3- SUPERVISE THE PROJECT TEAM

Familiarize himself/herself with the Internal Rules and Procedures of PU-AMI for the mission, and ensure that they are known and respected by the team;

With the support of the HR Department, support the ERM in the necessary recruitment process of his/her team;

Ensure each of the team members has a clear vision on targets and tasks to be performed, and ensure the smooth development of program activities (i.e. Updated Key staff work plan);

Ensure that each of his/her team members is provided with written performance appraisal once every six months and at contract termination;

Create coordination mechanisms specific to the team and ensure proper program implementation and direct staff supervision on major tasks/roles ensuring high quality implementation while ensuring proper coordination with the Base Field Coordinator;

Report any difficulties or challenges to his/her line manager;

Identify the training needs of the team and report them to his/her line manager.

4- ENSURE LOGISTICS AND ADMINISTRATIVE SUPPORT FOR THE PROJECT

 Address his/her logistics needs to the logistics department (base or coordination level), in line with available budgets and in coordination with his/her line manager;

Communicate to the Logistics Manager/officer of the concerned base on a weekly basis his/her or the team needs related to vehicles and communication equipment for the implementation of program/s;

In coordination with the ERM, ensure that the monthly budget lines follow up of the project is up-to-date, participate in analyses, detect possible anomalies, and propose adjustments in budget forecast.

5- REPORTING

Provide and ensure timely, properly written project narrative and quantitative reporting to his line manager;

Transmit the internal and external reports to his/her line manager while making sure to meet the internal deadlines for endorsement (Situation Report, PMT) and the external contractual deadlines;

Provide summarized feedback reports for lessons learnt and opportunities to improve project implementation.

6- ENSURE THE REPRESENTATION OF PU-AMI

Represent the organization project’s targeted areas, and ensure that good relations are maintained, respecting the principles of neutrality and independence of PU-AMI;

In coordination with his/her line manager, attend regular sector meetings and provide updates on the Emergency Response intervention to the rest of the program teams.

7- ENSURE THE SAFETY OF PROPERTY AND PERSONS

Ensure that the safety plan is known by the team falling under his/her responsibility, and that safety rules are respected;

Contribute to data collection on safety issues in his/her field of operations and disseminate them to the ERM and/or Security focal point regularly or on an ad-hoc basis if urgent following PU-AMI communication tree;

Ensure that project, methodologies, or selection criteria do not cause any harm to beneficiaries, PU-AMI staff or any other person’s. Alert the Security focal point then the ERM without delay, in case of impending danger to teams or beneficiaries;

Ensure that members of his/her team are provided with safety gear adapted to their activities (i.e. PPE kits, PEP kits (post-exposure treatment kits], gloves, etc.);

Ensure that all teams abide by PSEA standards and represent a safe environment when working with Persons of concern.

8- BUDGET

Ensure follow-up and control of his/her budget area;

Work with his/her line manager to analyze and propose solutions for reallocation if needed, after receiving a monthly updated budget follow-up from the Admin/Finance Department;

Plan and monitor expenditures to take place during the project period.

In coordination with the ERM, avoid any over/under spend of the project budget lines.

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 

C- PRIORITIES OF THE DEPARTMENT

Provide leadership for the protection and cash assistance project/s team and related interventions through coordinating the programmatic, technical, logistical and administrative aspects of the program, ensuring that program activities are delivered on time, on budget and to a high level of quality;

D- Mandatory requirements

Language skills: Fluent in English and Arabic, (speaking/reading/writing);

Education degree: Bachelor degree required in Social sciences, business management;

Work experience: General management experience, minimum of 3 years’ experience in the Humanitarian sector working with vulnerable or at risk population (refugees, displaced persons), Experience in working with NGOs. Experience in protection and in cash intervention. Knowledge of the project cycle management and logical framework; ability to monitor activities’ indicators.

Computer skills: Excellent knowledge of the MS office software including Word, Excel, Power Point, Outlook.

Others:

Valid driving license (minimum 1 year)

Team Management and pedagogical skills

Good knowledge of South, Beirut and Mount Lebanon geography and context, willing to travel locally;

Experience in cash distribution process and safeguarding;

Reporting skills/experience.
