Role Purpose

The Emergency Project Coordinator will be responsible for coordinating the implementation of Plan International’s emergency intervention in Beirut.

Dimensions of the Role

Under the direct supervision of the Emergency Project Manager, the Emergency Project Coordinator is in charge of coordinating the implementation of Plan International’s emergency intervention in Beirut. He/She ensures quality monitoring of the activities, working closely with local partners and a team of technical officers, coordinating closely with relevant technical Programme Managers and support functions.

Accountabilities

Support Project Planning

  • Develop and implement a comprehensive monitoring and evaluation framework for projects in coordination with the MERL staff, relevant technical managers and partner organizations.
  • Develop and monitor detailed implementation plans and spending plans in consultation with the team and partners.
  • Coordinate the identification of local partners’ capacity Strengthening needs in consultation with relevant managers, and technical and administrative focal points.
  • Coordinate the design and adaptation of tools and materials needed for the implementation of the project.

Project Monitoring and Implementation

  • Work closely with technical focal points to ensure support, capacity building, and training development for project and partner staff.
  • Maintain coordination and communication between the relevant Technical Managers and partner staff to ensuring the quality of processes and outputs.
  • Ensure that different sectoral activities are implemented in a coordinated and cohesive manner.
  • Closely monitor the developing humanitarian and security situation in target areas and adjust activities accordingly.
  • Ensure field supervision of the project operations in order to ensure activities are implemented in line with planned targets and approaches and expected outcomes.
  • Review and input into partners’ narrative and financial reports.
  • Collect, update and share information related to project progress with relevant managers.
  • Ensure timely submission of work plans and budget forecasts to Manager.
  • Follow up on financial liquidation/settlement/reports according to Plan’s procedures and submit spending reports for review and approvals.
  • Ensure that all Plan International and key donor compliance rules and regulations are adhered to for both Plan staff and partners.

Coordination, Communication and Reporting

  • Establish and maintain appropriate working relationships with local authorities, partner organizations, and other actors working in target areas.
  • Attend working group and task force meetings on a local level as required.
  • Ensure regular communication with Plan National Offices on project updates and progress
  • Document good practices and technical/program approaches, lessons learned, and success stories
  • Ensure adequate and accurate reporting of data on Activity Info, internal databases, and Sitreps.
  • Draft and input into weekly, monthly, quarterly and annual reports for both internal and external purposes.
  • Attend regular calls, meetings, etc. as required by Plan International

Human Resources

  • Ensure regular team meetings and provide appropriate support and monitoring of project activities roll out.
  • Supervise and mentor direct-report staff as needed, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented performance reviews.
  • Ensure that performance and deliverables of the team are of a high standard by mentoring and monitoring of field team on a regular basis.

  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

 

Technical expertise, skills and knowledge

Demonstrable knowledge and understanding of:

  • The context in Lebanon, especially Beirut, particularly on issues affecting the rights and well-being of children and young people, especially girls and young women.
  • Local laws in Lebanon relating to children’s rights and gender equality.
  • Global minimum standards, including the IASC Guidelines on GBV, Gender, and MHPSS, Child Protection Minimum Standards, WHO and UNFPA guidance, and Protection principles.
  • Humanitarian principles and the Core Humanitarian Standards.
  • Adherence to Plan International’s Child Safeguarding Policy, Code of Conduct/Prevention of Sexual Abuse & Exploitation (PSEA), and other relevant humanitarian standards and policies.

Qualifications and Experience

  • Minimum 3 years of experience working in a humanitarian context
  • Minimum 2 years of experience working in project coordination, management or monitoring
  • Experience working on issues affecting children, adolescents and youth in emergency contexts
  • Experience in Child Protection, GBV, SRHR and/or Education programming
  • Bachelor degree (master’s degree is an asset) in social work, psychology, sociology, international relations or any other related field
  • Proficiency in Microsoft Word and Excel

Skills

  • Flexible work attitude and ability to work independently within a small team
  • Strong leadership and communication skills
  • Ability to communicate appropriately with a wide range of stakeholders
  • Excellent knowledge of Arabic and English mandatory
  • Ability to work under pressure and respect deadlines
