Urban landscape designer

Introduction:

The Polish Center for International Aide (PCPM) and the UN-Habitat are in the process of implementing an urban development project in Burj Hammoud area with a title of:

“Improving the well-being of host & refugee population through enhanced environmental & hygiene conditions in Maraach neighborhood in Greater Beirut”.

The Project will enhance the environmental conditions of host/refugee population settled in Maraach (Burj Hammoud municipality) through upgrading of basic services adopting durable solutions and through the active engagement & skills development of municipalities & communities.

One of the objectives of the project is to provide the densely-inhabited neighborhood with green areas which will contribute to the well-being and comfort of the life of the local population.

Purpose of the assignment: 

The purpose of this assignment is to provide a professional and innovative design (hardscape and soft scape) for greening 4 alleyways at street level, roof level and communal spaces in the Maraach neighborhood.

Consultant Key Responsibilities:

The consultant will be working in coordination with the different project partners and contractors and will be responsible for delivering a full concept design ready for implementation, including all related drawings, bill of quantities, budget and specifications.

A description of the consultant’s specific responsibilities and tasks and deliverables are summarized below:

• Conduct a field assessment for greening the targeted alleyways streets and communal spaces in Maraach area, in coordination with all related partners.
• Propose innovative, cultural, low maintenance and easy replicable design for greening the alleyways at street, roof and communal levels with appropriate plantation mix, lighting and hardscape design.
• The design shall take into consideration the environment, safety, health and circulation.
• The consultant shall also take into consideration to involve the local community in the design process, this involvement will enhance sustainability and will build on the skills of the local residents.

Deliverables:

The consultant shall be submitting the following outputs:

• A narrative document highlighting the design philosophy, innovation and process of community involvement.
• A technical document showing a full design of the proposed intervention, with detailed drawings, façade, specifications, bill of quantities and budget estimation.  

PCPM will be ready to share with the consultant all needed infrastructure maps, as well as the infrastructure street assessment results with current façade drawings.

Selection criteria and submission guideline:

Experts with extensive experience (a background in local community development is a plus)  in Urban planning/ public spaces, Public utilities, Urban landscape design, are encouraged to submit their “CV” and their previous “Work Profile” by e-mail to [email protected] with the assignment title in the subject line “Urban Landscape Designer”.

Only applications that contain both “Work Profile” and “CV” will be taken into consideration. Only short-listed candidates will be contacted.

The consultant will be selected based on his “CV” as well as on the content of his “Work Profile” that should include a minimum the below documents:

• A document listing previous experience in designing similar projects with dates and description of activities with photos if possible.
• Demonstration of previous experience in the area of Burj Hammoud and knowledge of local culture,
• Background in agriculture, urban planning, urban landscape and community mobilization,

Time Line and Level of Effort:

A total of 30 working days is expected to finalize all of the above-mentioned responsibilities and tasks as well as to submit all deliverables.

The life span of this assignment shall not exceed 60 working days from contract signature date.

A 1^st draft including a work plan and the community mobilization approach shall be submitted to PCPM after 5 working days, PCPM will revise all documents and will communicate within 5 working days any comments or request for changes to the consultant.

A final design document shall be submitted after 50 days from PCPM feedback.

Reporting and working relationship:

The consultant is expected to work closely with the Project staff from PCPM and will directly report to Project Coordinator.
