Palladium develops and delivers solutions that create a positive impact on communities, businesses, societies, and economies. We create a positive impact through more than 100 current projects with more than 2,000 employees operating in over 90 counties.
The UK FCDO-funded Lebanon Enterprise and Employment Programme (LEEP) supports SMEs to grow their business and create sustained jobs for low-skilled Lebanese workers as well as temporary jobs for Syrian refugees. This is being done through interventions including the provision of matching grants and business advisory services to small and medium enterprises (SMEs) to support their capacity to create jobs. LEEP works closely with financial institutions and BDS providers to enhance access to finance, stimulate growth-oriented financing, and provide quality Business Development Services for SMEs. The programme incentivizes increased employment through permanent jobs for Lebanese and temporary jobs for Syrian workers (in line with Lebanese labour laws and regulations).
As part of the Palladium’s engagement with FCDO and British Embassy in Lebanon, LEEP Team is also working with wider stakeholders to elicit key insights and lessons that may be contributing towards refining policies geared towards sustainability and growth of SMEs. The primary responsibilities of this short-term assignment is to support the execution of LEEP’s Policy Advocacy Plan. This entails supporting the organisation of policy advocacy activities laid out in the Plan as well as to support the Team Leader in developing ‘products’ that distill key findings and insights from these activities and feed in policy reform efforts of the British Embassy as well as FCDO.  The consultant will work directly with LEEP’s Team Leader and Deputy Team Leader, with active coordination with the LEEP team.

 

Key responsibilities
Activities
●Lead the development of a consolidated report that lays out all findings and insights emerging from policy advocacy research activities. This task may require further consultations to elaborate on certain findings from specific stakeholders.
●Support the data analysis of SME survey results to draw out key insights that will be included in the report as well as highlighted in the policy products.
●Lead the engagement with the FCDO Team to refine the report draft to make it as action-oriented as possible.
●Work closely with LEEP Communications and Outreach Manager in the design and development of a report that can be circulated on different online platforms as well as policy events.
●Support LEEP Communications and Outreach Manager in the development of short and targeted policy advisory notes that can be circulated with relevant stakeholders.
●Support LEEP Team in organising of key activities and events that allow the generation of ideas and insights considered important for developing policy recommendations.
Actively participate in these activities to systematically draw key lessons and develop a holistic overview of these lessons emerging from these advocacy activities.
Deliverables
●Develop a systematic mechanism to document and analyze minutes and takeaways from all policy advocacy events and activities. 2 days
●Develop insights report on SME survey to incorporate into a final report. 5 days
●Develop a draft structure of the final report that will be produced by the programme. 1 day
●Develop a final report, including its design elements in coordination with LEEP Team. 20 days
●Support the Communications Manager in development of policy notes and stakeholder presentation, including feeding into their design and circulation strategy. 2 days
Reporting
The consultant will report directly to the Team Leader, along with the Deputy Team Leader. He/she will work closely with the other nominated members within the LEEP Technical Team to collaborate on the necessary tasks and activities to successfully complete and execute the outreach plan.
Level of Effort.

This assignment will require up to 30 days' worth of effort between 1 November 2020 through 31 March 2020.  The timeline is based on a steady effort throughout the period.  The role will also require some travel to and from meetings and events throughout Lebanon, the cost of which will be covered by the programme.
