TEAM PURPOSE: The Oxfam team in Lebanon implements integrated humanitarian, development and policy interventions in line with Oxfam’s country strategy for Lebanon as relevant to the Bekaa and north Lebanon areas, including protection & governance; cash safety net/social protection and economic development/livelihoods; WASH/water governance with a focus on partnerships. The Economic Justice team in particular strives to ensure that marginalised women and men, especially youth, are empowered to cope with the effects of economic poverty, and have greater access to and control over productive economic resources for sustainable poverty reduction and lessened aid dependency.

 

JOB PURPOSE: The role will combine technical support and support in the field in the implementation of employment, self-employment and business development support activities, monitoring and evaluation of programme activities, as well as collaboration and coordination among partners. The officer will ensure liaison and coordination of the partner’s work with the overall AICS funded project, and to link it with the rest of Oxfam’s Economic Justice work in Lebanon. In addition, the officer will support partner’s activities and their monitoring and evaluation, donor reporting and representation. The Officer will assist in responding to capacity building needs and budget planning, in collaboration with the AICS Livelihoods Project Manager.

The post-holder is expected to work closely with the Economic Justice programme team and the Oxfam Policy team towards common objectives.

KEY STAKEHOLDERS                                    Livelihoods Project Manager, Economic Justice Programme Manager, Finance and Logistics Departments, Project Managers and Officers, Protection Advisor, Senior MEAL Officer.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Project Cycle Management & Programme Quality

  • Support the implementation of project activities as per set workplan and in accordance with donor regulations and Oxfam’s internal quality benchmarks;
  • Support partners with the outreach in target communities to ensure that the community and especially potential MSME beneficiaries are well-informed about project objectives and activities and on how to apply;
  • Conduct rapid qualitative Business Development Services (BDS) market assessments when needed;
  • Liaise with assigned coaches and mentors from the partner organization and contribute to the regular monitoring of project performance;
  • Ensure the quality implementation of various forms of support to MSMEs and individuals, regularly communicate challenges and areas of improvement, and proactively seek out solutions with the project team;
  • Assist in linking supported enterprises to suitable suppliers, clients, and investor networks as well as support in the organizing of events and meetings between different parties as needed;
  • Carry out regular monitoring field visits to project locations and to target enterprises and individuals;
  • Participate in the Project Quality meetings to promote best practices and their application to the projects;
  • Support in any MEAL activities required at field and office level;
  • Manage and report any complaints or feedback received using Oxfam’s tools and processes;
  • Support with any administrative tasks in order to ensure the timely and proper progress of activities.

 

Coordination and representation

  • Attend Livelihoods/Social Stability external working groups and meetings as requested and share any information relevant to the context/sector;
  • Attend internal meetings in Tripoli and in Beirut related to the projects under which the Livelihoods activities are implemented, and provide update when necessary;
  • Attend trainings, workshops, roundtables, etc. on topics related to the projects as needed;
  • Support in the organization of field visits (internal and external).

Reporting and contractual compliance

  • Support the project manager with any internal and external reporting in a timely manner;
  • Ensure regular, proper and timely project documentation;
  • Share relevant information to relevant program and support teams (Economic Justice team, Policy Advisor, Planning, Monitoring, Evaluation, Accountability, and Learning Coordinator, Advocacy and Media team, etc..)

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

  • A Bachelor’s degree in relevant discipline such as economics or development or equivalent experience
  • A minimum of 2 years’ experience in the implementation of donor-funded livelihoods projects (employment, self-employment, business development support, local economic development, etc.)
  • Understanding and knowledge of economic development and recovery principles in an urban and rural context
  • Knowledge of or engagement with Lebanese civil society, and an understanding of/experience with the private sector in Lebanon;
  • Evidence of project cycle management experience, including workplanning, managing   budgets, reporting, monitoring & evaluation;
  • Excellent written and spoken English and Arabic

 

Desirable

  • Understanding and knowledge of economic recovery principles in a development context;
  • Experience in working on project implementation jointly with local organisations as implementing partners
  • Demonstrated experience in integrating gender and diversity into Economic Justice programming;
  • Experience working with the private sector in Lebanon.
