Our Team

Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under three main programmatic pillars, including Active Citizenship and Good Governance (ACGG), and Economic Justice (EJ)

The ACGG program aims to support women and men, particularly youth, to exercise civil and political rights, to influence decision-making and support more accountable, effective governance particularly in relation to respect for fundamental rights, access to services, resource distribution and gender equity.

Th EJ program aims to empower women and men, especially youth, to cope with the effects of economic poverty, and have greater access to and control over productive economic resources for sustainable poverty reduction.

 

The Information Management (IM) Officer will be part of an Economic Development Policy Unit (EDPU) that will be hosted by Oxfam  under the ACGG program.

Job Purpose

 

The EDPU will be established to optimize the impact of the different livelihood and social stability projects that will be implemented in Lebanon and funded by the “Support to Economic Development and Social Stability in Lebanon” European Union (EU) Trust Fund (EUTF).

The EDPU will aim “to strengthen the ability of the EUTF implementing partners to collectively influence the policy making process and donor funding for Lebanon through policy coordination and evidence generation”, and regularly assess the policy environment to produce policy products targeting key stakeholders and policies impacting livelihoods and economic policy more broadly. The EDPU will seek to ensure that common messaging among all relevant stakeholders, including the EU Delegation in Beirut, is derived from evidence generated in the field by all Consortia and that speaks to a changing policy environment. The analysis that will be carried out by the EDPU will contribute to potentially proposing policy alternatives where gaps are identified, and inform the Lebanese policy makers, donor community, and the EU on contextual priorities.

The Unit will be merely hosted by Oxfam, but will equally serve all its member organisations, specifically representatives of all the EUTF implementing partners in Lebanon.

The EDPU will be comprised of an EPDU Coordinator, Administration and Reporting Officer, and IM Officer. This team will not report to Oxfam, but will be accountable to a steering committee which will be composed of representatives of EUTF partners, the EU, other donors. To ensure inclusiveness and participation of all members, the establishment of the unit will be carried out through .an inclusive, participatory, and systematic approach.

The IMO position will lead and is accountable for all the data management and maintenance activities within the EDPU, and the coordination with the other Monitoring and Evaluation (M&E) and IM officers of the other EUTF implementing partners.

The position will be based in Beirut, with regular travel to programme sites in the North and Mount Lebanon, as well as the Bekaa region.

 Key relationships/interactions

1. EDPU coordinator, EDPU Administration and Reporting Officer;

Key Responsibilities

Project Cycle Management & Programme Quality

  • Supports the EDPU coordinator and administrator on the planning of the inception-kick off meeting, participatory strategy setting workshops, and periodic planning and review meetings with representatives of the EUTF-funded projects;
  • Leads on the design, management, maintenance, and further development of a database system that provides a platform for the consolidation of data generated from all the EUTF-funded projects; 
  • Leads on the day-to-day data management and maintenance activities of the EDPU information database;
  • Actively follows-up on the programmatic and policy developments of each of the EUTF funded projects;
  • Co-leads on the development and continuous update of a data analysis plan to track relevant programmatic and policy indicators over the project’s implementation period;
  • Lead on the development of accurate and timely routine qualitative and quantitative reports (in English and Arabic) as requested;
  • Leads on the production of visual content and infographics of relevant indicators on periodic bases;
  • Support on the follow-up of all outsourced research pieces;
  • Leads on the maintenance and update of the EDPU website once developed;
  • Co-leads on the preparation of progress reports for the donor in collaboration with EDPU team and EUTF partners;
  • Ensures robust Information Security procedures and principles pertaining to relevant data protection and confidentiality aspects (including appropriate data backups), in accordance with Oxfam IT standards and procedures;
  • Ensures that the intervention is based on a rights-based approach and mainstreams gender, where relevant.

People Management and Collaboration

  • Reports verbally and in writing to the EDPU Coordinator on regular basis;
  • Works closely with the M&E and IM team of the EUTF partners to consolidate findings from the implementation of the EUTF funded projects if relevant;
  • Follows-up with the research institute which will be leading on the outsourced research for the EDPU;
  • Works closely with the EDPU coordinator to ensure the efficient and effective use of data for advocacy and influencing purposes;
  • Works closely with the EDPU administrative officer to ensure proper communication and follow-up on different programmatic aspects
  • Ensures the physical welfare, well-being, and professional development of staff directly assigned to the project.

Partner Relations Management

  • Leads on the active coordination and communication between the EDPU and the M&E team of each of the EUTF partners;
  • Initiates internal systems for responsible processing, storage and use of data, and train EUTF partners on the responsible use of data and other data protection policies -if needed;

External representation

  • With the support of the coordinator, represents EDPU with the donor, on all project matters;
  • Leads on the presentation of EDPU’s knowledge products in all relevant meetings.

Essential - Experience, Knowledge, Qualifications & Competencies

  • A bachelor's degree in Computer Science, Information Technology or relevant field from a certified university is required.
  • At least three years of relevant professional experience working on the development, management and maintenance of databases and data management systems is required.
  • Strong IT skills, particularly with Microsoft Office suite (strong Excel skills essential) and mobile data collection technology and software
  • Ability to design and manage the structure of qualitative and quantitative databases and write appropriate interfaces for data entry and ensure data quality and security
  • Excellent organisation, data management, and written and verbal English and Arabic communication skills.
  • Ability to work under pressure, ability to prioritize and commitment to meet deadlines
