DEPARTMENT PURPOSE: The programme aims to reduce the overall state of inequality in Lebanon through a multi-structural approach that empowers individuals (e.g. girls, boys, women, and men – including youth), as well as groups (e.g. Local Civil Society Organizations (CSOs), Community Based Organizations (CBOs), feminist collectives) to achieve the following interlinked goals: 1) actively influence the processes by which public policies are made, 2) protect the basic social, economic, civil, and political rights of all citizens, specially marginalized groups (e.g. Syrian and Palestinian refugees, People with Disabilities (PWD), Lesbian Gay, Bisexual, Transgender, Queer plus (LGBTQ+), and migrant workers), and 3) facilitate access resources to strengthen their economic and social resilience.

TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under two main programmatic pillars, which are the Governance and Economic Justice pillar and the Humanitarian Pillar. 

The Economic Justice program strives to ensure that marginalised women and men, especially youth, are empowered to cope with the effects of economic poverty and have greater access to and control over   productive   economic   resources   for   sustainable   poverty   reduction and   lessened   aid dependency. Oxfam in Lebanon has been increasingly focused on working with local partners and businesses on advocating for a decent work agenda in the workplace.

JOB PURPOSE: To support and advise on decent work activities let by Oxfam and partners, including project implementation, research and monitoring, policy and advocacy.

KEY STAKEHOLDERS

Influencing team, programme teams, fundraising team and finance team, Oxfam affiliates and wider confederation, Oxfam International and Global Campaigns, civil society networks in country, think tanks, research institutes.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Technical Advice and Support 

  • Provide specialist advice to support the implementation of Oxfam’s decent work activities within the economic justice program. This includes providing advice on coherence, standardizing approaches, and programme quality.            
  • Design and run trainings for partners, MSMEs, beneficiaries and job-seeking individuals on standards of decent working conditions, rights of workers, dismissal and employment contracts, etc.
  • Support the programme team in donor reporting, specifically on decent work activities and approaches.        
  • Support in identifying capacity building needs and opportunities for Oxfam staff and local partner organizations on the topic of in decent working conditions and lead on training partners and staff on those principles.
  • Maintain an up to date understanding of the livelihoods sector and main decent work issues in Lebanon and ensure that programme teams have access to relevant, up to date information, including identifying overlaps and collaboration with other sectors. 

 

Program Design and Strategy 

  • Support the Governance and Economic Justice Coordinator, with the support of the Economic Justice Programme Manager, on design and proposal development for livelihoods programming.
  • Support the Governance and Economic Justice Coordinator in identifying new decent work partners for Oxfam in Lebanon.
  • Participate in country planning, strategy development and reviews. 
  • Lead, co-lead, supervise research work on Decent Work-related topics.

 

Research and advocacy

  • Lead on delivering policy and research components under decent working activities across Oxfam programming.
  • In collaboration with the policy team, compile, gather and analyse information from our programs to use for advocacy purposes, working as part of the team to ensure that Oxfam advocacy is based on program evidence.
  • Identify how research and programme evidence can be used for change on a local and national levels.
  • Work with networks of local partners to develop and implement an advocacy strategy for the promotion of decent work, including evidence gathering, monitoring, and reporting.
  • Lead on research related to decent work conditions and labour rights, including developing methodologies, supervising data collection, and collaborating with consultants.
  • Design innovative research and monitoring methodology, and developing advocacy plans, linking research, policy priorities, with advocacy plans and opportunities.

  • Minimum 5 years professional work experience in international livelihoods/development work.
  • Demonstrated technical expertise and experience in local economic development, livelihoods and/or social cohesion programming;  
  • 3-5 years of experience in research, programmes implementation, or advocacy, in topics related to decent work and labour rights, economic justice, inequality, or related.
  • Experience in representation and networking, in particular with Governments, humanitarian and development actors and Donors; 
  • Bachelor Degree (post-graduate strongly preferred) in economics, development studies, international relations, business administration, management, human rights, social sciences or related field;  
  • Proven analytical and strategic planning skills; 
  • High-level communications and people skills;  
  • Excellent writing and communication skills able to negotiate effectively between different stakeholders, and to represent the Consortium at high level forums; 
  • Professional fluency in written and spoken English 
  • Proven experience of qualitative and quantitative research, including research design and methodologies, data collection and analysis.
  • Team player, self-motivated, ability to work with little supervision.
  • Ability to travel outside Beirut with possibility of overnight stays in field offices.

Desirable

  • Knowledge of labour laws and decent work principles, both on the local and international level , and understanding of economic and civil policies and challenges in country;
  • MEAL experience, including evaluations; 
  • Knowledge of EU guidelines;
  • Experience working with partners; 
  • Understanding of advocacy and campaigning work; 
  • Arabic language skills.
