Beirut Blast: One Year Anniversary

Background

One year since the Blast, and thousands residing in Beirut are still feeling unsafe and suffer the aftermath. With little progress done on the investigation, and little effort made by the government for reconstruction and recovery, thousands are longing for justice and recovery.

For the one-year anniversary, Oxfam plans to produce a communications and media package to highlight the realities of Beirut’s residents. The human- interest focused package will showcase how their relationship with the city has changed. We aim at capitalizing on this moment to emphasize on the need for justice and social protection for those affected.

Objectives

1.           To highlight the need of justice and social protection for those who have been heavily affected by the blast

2.           To showcase the resilience of Beirut’s residents

3.           To raise awareness on the slow progress towards justice and recovery

Audience

1.           Residents of Beirut who are directly affected by the blast

2.           National and international media that are interested in the topic and have wide reach in the local and international markets.

3.           General audience: Supporters and potential supporters via Oxfam owned social media changes and earned media coverage

4.           Oxfam’s affiliates and donors, CSOs network

Job Description

The consultant will need to develop (identify, develop, produce) three stories from the field, and deliver them in the following formats:

  1. Three short to medium videos (120 – 180 seconds) with English subtitles
  2. Voices paper: three photo essays linked to the videos, in both Arabic and English

Each story will highlight one case prioritizing: women, refugees, LGBTQI+ community members, person with disability, migrant worker, and low- income laborer. The stories will focus on how their relationship with the city have changed and the impact of the blast on their lives.

The consultant is required to:

  1. Develop a concrete concept for the three stories, with the support of Oxfam’s team
  2. Identify stories, with the support of Oxfam’s team
  3. Write the content of the photo essays in Arabic and English
  4. Develop scripts and story boards needed
  5. Provide filming, photography and editing services
  6. Design the voices paper (photo essay)
  7. Provide the videos in two versions: with and without English subtitles
  8. Provide the photo essays in English and Arabic, with the design adapted as relevant
  9. Provide rounds of revision for all the material
  10. Provide a clear production timeline

Qualifications

  • Availability to start immediately
  • Familiar with the context of the communities served under Beirut Explosion response
  • Ability to produce high quality human-interest videos and add subtitles in English
  • Writing skills in Arabic and English, preferably with journalistic background
  • Culturally sensitive
  • Preferably has experience working in humanitarian context
  • Ability deliver by July 23

Duration: Fourth week of June 2021 till July 28,2021

Deliverables: 3 short videos, 3 photo essays (both in English and Arabic).
