Expression of Interest (EOI)

Interested consultants and/or service providers must submit their bids, in two sections (i) Technical Proposal and (ii) Financial Proposal. Bids should be received by the deadline, midnight of 4th of June (Lebanon Time) to the email address below: [email protected]

Technical proposals should include:

  • Preliminary workplan;
  • Detailed drafted content (skeleton of proposed coaching modules specifically in financial management and business development).
  • CV’s of applicant(s) (and of other consultant trainers that are part of the training team – if any).
  • Minimum of three references of similar projects implemented, preferably INGO or local NGO experiences.

Financial proposals should include:

  • Preliminary general budget including consultancy fees, and administrative and logistical costs, telephone costs, travel costs within Lebanon and miscellaneous costs.
  • Specify the pricing for both:

 Fresh money transfer

Legal documentation to be attached to the proposals:

  • Registration and official government documents (for companies and individuals if applicable).
  • Please note that consultants who are not registered will incur a 7.5% deduction from the total owed to them.

Business Development Services

1. Background

With the support of the European Union (EU), Oxfam and MADA are implementing a two-year project entitled “YOUTH CAN: promoting youth economic empowerment in Lebanon”. The project aims at promoting sustainable development, specifically in promoting youth economic empowerment in Northern Lebanon, thus strengthening a conducive youth business ecosystem. In doing so, the Action will facilitate youth access to labour market, and more broadly promote youth economic participation in Lebanon.

Oxfam will support youth entrepreneurs in north Lebanon through:

  • Strengthening the sustainability and competitiveness   of   youth-led start-ups or enterprises/SEs with   high potential for inclusive job creation, and social innovation in Northern Lebanon.
  • Increasing advocacy and influencing capacity of youth entrepreneurs in the direction of policy makers and key private and public stakeholders at local and national levels

 

2.Scope of work

Under the technical support component, Oxfam is looking to hire a BDS (Business development services) consultant to deliver 3 tailored individual coaching sessions to 15 businesses who have been selected to receive a financial grant. The aim of these coaching sessions is to support the selected businesses to optimize the utilization and management of the grant, once received.

The consultant is expected to develop content needed and deliver the coaching sessions.

3.Training modality:

Taking into consideration the possibility of another Covid-19 related lockdown in Lebanon, the three scenarios for delivery of the coaching are:

Full Lockdown: Online Zoom meetings

Partial lockdown: will assess in due time

No lockdown: In training halls in northern Lebanon

 

4.Geographic focus

The geographic focus of the project will be North Lebanon. The selected consultant must be able to commute several times a week to the target areas.

 

5.Deliverables

 

Delivery of 3 tailored individual coaching sessions per business to a total of 15 businesses.

Provision of weekly schedule to Oxfam staff and coordination on the field level.

Final evaluation report detailing the progress of each of the 15 businesses, outlining challenges and future steps agreed upon with the businesses.

 

 

6.Timeframe

From June 2021 till November 2021. A workplan will be agreed upon with the selected consultant to ensure that the coaching sessions are delivered in harmony with other activities.

7.Required expertise

  1. Demonstrated experience in providing business development support to businesses.
  2. Basic Decent work knowledge.
  3. Gender knowledge.
  4. Proven facilitation and coaching skills (online and in person)
  5. Strong communication skills including ability to deliver the coaching in Arabic
  6. Good knowledge of the area of Intervention and Willingness to travel and work in North Lebanon
