NRC has been present in Lebanon since 2006 initially assisting Lebanese displaced persons and later Palestinian, Iraqi and Syrian refugees.  The programme started with Education and Shelter interventions and, since March 2012, NRC has also Information, Counselling and Legal Assistance (ICLA) and WASH Programmes.

 

NRC’s WASH programme aims at improving the access to water, sanitation and hygiene awareness of the most vulnerable in Lebanon.

 

Role and responsibilities

 

Under the guidance of the WASH Specialist, and in regular and close communication with the WASH PMs in the field, the Technical WASH Coordinator will help to fulfil NRC’s objectives. His main role will be to 1) Lead in the harmonisation and optimal performance of the Community Support Projects and or stabilisation project implemented in the field offices. 2) In collaboration with the Evaluation, Assessment and Learning (EAL) Coordinator, perform data analysis of the WASH programme monitoring, 3) to assist the field team with technical WASH support during formulation, design, implementation and evaluation of projects 4) to deliver refreshment technical trainings to the WASH team in the field.

 

 

Generic responsibilities

 

  1. Provide support to the technical aspects of the WASH projects according to CC strategy, relevant proposals and guidance notes from the WASH Specialist.
  2. Lead in the coordination of the national WASH component of the School rehabilitation. Ensure harmonisation of technical design, BoQs and national level tendering process as well as programme quality control.
  3. Lead in the harmonization in CSP and stabilization project design, implementation and evaluation  as well as in programme quality control and programme related tool development.
  4. Ensure adherence to NRC policies and donor requirements
  5. Develop WASH monitoring tools in coordination with the M&E department
  6. Promote and share ideas for improvement and necessary changes in the overall WASH response
  7. Contribute to the Programme overall learning
  8. Cooperate with relevant partners and local authorities
  9. Contribute to the development of the capacity building strategy for the Lebanon WASH team
  10. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related protection coordinator.

 

Specific responsibilities

  1. Contribute to the drafting and formulation of WASH specific technical trainings for the NRC WASH team, beneficiaries and partners
  2. Deliver of WASH induction trainings to new WASH staff based on WASH Specialist training package
  3. Produce and review BoQs, AutoCAD drawings and general technical designs to support field teams on CSP and stabilisation projects as well as WASH in Schools
  4. Design tools and other relevant documents that will help in the harmonisation at national level of the WASH response in particular for WASH in schools and CSPs
  5. Support field teams in emergency interventions
  6. Promote the use of inter-operable technologies (such as Kobo)
  7. Design output and outcome monitoring tools for the different WASH programme modalities
  8. Ensure in coordination with the WASH EAL, that the M&E WASH data collected is efficiently managed and analysed and results are used in improving WASH programming.
  9. Produce maps with GIS software
  10. Support the WASH specialist in offering technical advice to all WASH programming in Lebanon and ensure a minimum 25% field presence on a monthly basis.
  11. Develop, organize and deliver trainings for the WASH technical team (as well as for relevant partners and beneficiaries as possible), with the support of WASH Specialist.
  12. Liaise and coordinate with Accountability team and ensure WASH Programme follows NRC accountability framework.

Generic professional competencies for this position:

  • Master/ Bachelor degree or equivalent in Civil, mechanical, Hydraulic, Environment or Public Health Engineering Degree in management or social science is a plus 
  • At least 3 years of relevant experience in a humanitarian/recovery context
  • Excellent project management skills
  • Previous experience of working in complex and volatile context
  • Knowledge of the Lebanese context
  • Proven working experience in data analysis and technical project design
  • Proven skills and experience in developing and delivering trainings

 

Context related skills, knowledge and experience:

  • Fluent in Arabic and English, both written and verbal;
  • Experience in Public Health is a plus
  • Experience in designing research & evaluation projects is an advantage;
  • Previous experience from working in complex and volatile contexts;
  • Knowledge of humanitarian WASH technical guidelines, standards, and indicators.

 

Technical Competencies

  • Experience working with statistical computer software packages such as SPSS;
  • Advanced MS Excel skills (Essential): Ability to create macros and v-lookup, pivot tables etc;
  • Experience with GIS and mapmaking is desired (ArcGIS, Mapinfo);
  • Strong knowledge of AutoCAD, Google Sketch-up, WaterCad, Primavera and/or other hydraulic software
  • Strong Database skills such as Access database applications
  • Experience with report generation and graphic design (through e.g. Adobe Illustrator, Publisher, InDesign) is an advantage;
  • Understanding of web-based applications;
  • Experience with one or more of following Software Packages is an added value: Mobenzi Researcher/ Outreach; Kobo Toolbox; RAIS; DHIS2; Activity Info; Tableau; Suite CRM.
