  1. Role and responsibilities

 

The Information Field Officer will be primarily responsible for the day-to-day implementation of Information, Counselling, and Legal Assistance in BML (Beirut and Mount Lebanon) related to NRC thematic areas of intervention (including legal status, civil documentation and housing). NRC also aims to strengthen the understanding of any protection and legal issues faced by those displaced and, in coordination with other actors, identify ways to address these issues. The Information Field Officer will be responsible for organizing ICLA work and managing a team in BML.

 

Generic responsibilities 

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated ICLA project  portfolio according to plan of action
  3. Prepare and develop status reports as required
  4. Ensure proper filing of documents
  5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  6. Promote and share ideas for technical improvement
  7. Supervise the related ICLA team, ensure their capacity building and transfer key skills
  8. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.
  9. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator.

 

Specific responsibilities

  • Organize daily work of ICLA outreach and related work in BML and break down the annual operational plans into weekly, monthly and quarterly implementation plans.

  • Organize work of Information Field Assistants
  • Prepare the relevant mapping (including written format) of relevant services being provided by other actors in BML
  • Conduct regular assessments (including focus groups, interviews, questionnaires) in identified area, with a focus on understanding the situation for refugee and host communities.
  • Conduct individual and group information sessions as outreach ICLA services with identified communities throughout BML.
  • Prepare weekly and monthly schedule for outreach in BML, keep regularly updated, and inform all relevant NRC staff.
  • Assist in the sensitization of the Syrian and Palestinian Refugees from Syria and host communities on the existing ICLA activities. 
  • Assist in preparing information documents for target communities.
  • Receive technical input from ICLA legal officer and National team.
  • Work cooperatively with the beneficiaries and other relevant stakeholders to strengthen the project
  • Monitor and follow-up on the quality of services provided during the outreach activities. 
  • Have a clear idea about activities other institutions working in the same area are carrying out with displaced Syrians and Palestinian Refugees from Syria, as agreed with line manager, attend coordination and protection meetings
  • Assist in contributing to the development of referral mechanisms in collaboration with other NGOs, ICLA team and NRC managers.
  • Maintain archiving system up to date (both in hardcopies and electronically) and pay special attention to the filing of legal cases.
  • Work closely with ICLA lawyers and do the required follow up and identification of cases in need of counselling and/or Legal assistance
  • Carry out ICLA administrative tasks as agreed upon

  • Bachelor’s degree in Law, political sciences, International Relations or Social Sciences (desirable)
  • Minimum of 2 years of relevant work experience 
  • Experience working in similar roles in the humanitarian / development sector 
  • Experience in legal and/or protection work in a humanitarian context
  • Experience of providing information and counselling services
  • Experience of community sensitization
  • Fluency in English and Arabic, both written and verbal
  • Proficiency in use of computers and Microsoft Office software (Word, Excel, PowerPoint)
