Experience and knowledge:

  • Advanced university degree (Master’s degree or equivalent) in law, international relations, social sciences or in a related area. Years of qualifying experience can compensate for lack of master’s degree.
  • A minimum of 4 years progressively responsible experience in Project Management.
  • Experience with developing and implementing development programs, including program design, implementation, and monitoring and evaluation.
  • Knowledge of MENA civil society development and human rights work and engagement with international human rights mechanisms.
  • Knowledge of the human-rights based approach.
  • Experience in working within the partnership model, organizational development of partners, and capacity development of civil society organizations.
  • Experience in creative problem solving.
  • Experience and knowledge of effective financial and budgetary control and grant management.
  • Knowledge of the political context in MENA.

Responsibilities:

General Description

  • Reporting to the Programme Manager MENA, the Projects Manager MENA will be responsible for overseeing the MENA projects portfolio and partners. The Projects Manager MENA will work closely with other departments to ensure quality program development and implementation. Under the supervision of the MENA Programme Manager, s/he will be responsible for developing, coordinating, maintaining and improving the programme project portfolio. The Projects Manager MENA will work closely with project partners on organizational development and to ensure that they have the necessary technical support.
  • Program Development
  • Support the Programme Manager MENA to identify, analyze, and respond to new funding opportunities.
  • Lead on the preparation of concept notes, proposals, budgets and results frameworks.
  • Lead on partner mapping exercises and support in new partner selection.
  • Assess partners using NPA tools and in collaboration with relevant finance staff.
  • Assist in designing and developing new proposals.

 

Project Management

  • Lead on timely donor reporting including compilation of information and quality assurance.
  • Support the development of M&E frameworks and indicators for reporting.
  • Lead on the development of project amendments and budget revisions in close consultation with the partners.
  • Contribute to the development of capacity development plans for partners and follow up on their implementation.
  • Provide formal and ad-hoc technical support to local implementing partners in programme planning, implementation, monitoring and reporting
  • Participate in relevant regional events and meetings.
  • In collaboration with NPA finance unit, ensure partners’ budget management and reporting is compliant with NPA and donor requirements.
  • Liaise with stakeholders including desk officers and partners in regard to all aspects of the project cycle management 

 

General/Others

  • Support the Programme Manager MENA in ensuring quality of implementation, relationships with partners, and timely and accurate information reporting to the Country Management Team.
  • Ensure proper archiving of all documentations pertaining to the projects and partners.
  • Ensure close collaboration with other departments including Finance and Logistics.
  • Perform other duties as assigned by the Programme Manager MENA.
