The Mine Action Programme Officer will be responsible for supporting the NPA Mine Action Department in project monitoring, evaluation and learning, impact assessment, donor reporting, and project development. The position will also work on mainstreaming issues such as gender, environment, conflict sensitivity, and diversity/inclusion.

Function prerequisite

Must have:

  • Relevant formal higher education.
  • Fluency in Arabic and English both written and verbal is essential.
  • Excellent communication skills both verbal and written; comfortable facilitating meetings and other fora.

 

Other Qualifications

High level of computer literacy in particular with Microsoft Word, PowerPoint and Excel

  • Understanding of and experience within humanitarian disarmament and other humanitarian sectors.
  • Previous experience in capacity development.

 

 

RESPONSIBILITIES

 

General responsibilities

 

The Mine Action Programme Officer will work closely with the Mine Action Programme Manager to ensure results-based qualitative and quantitative monitoring, evaluation, and reporting on NPA Lebanon mine action program (MAP) activities.

 

A key responsibility will be to assist in developing and institutionalizing strategies whereby best practices and lessons learned are reflected within ongoing operations, new projects, and proposals.

 

To ensure a strong community/beneficiary perspective is brought to this work, the Mine Action Programme Officer will regularly work with MAP field personnel in conducting Impact Assessment Surveys, Non-Technical Survey, Technical Survey, and Clearance tasks throughout Lebanon.  The Programme Officer will work to strengthen feedback systems and accountability to affected populations.

 

Specific duties:

 

Project Monitoring, Evaluation, and Learning (MEL)

  • Monitor the results of MA activities and projects against contractual requirements and reporting indicators. 
  • Keep the Programme Manager informed of upcoming deadlines as well as any delays or challenges.
  • Work with the Information Management Officer to further develop tools, formats, and systems for tracking progress on indicators that are not tracked or are inadequately tracked currently.
  • Assist as requested in conducting internal evaluations of specific mine action activities.
  • Propose and once approved implement strategies to ensure lessons learned and best practices are documented and reflected in ongoing and future mine action activities and plans.
  • Stay abreast of global MEL trends and practices and seek innovative ways to measure the impacts of mine action activities.

 

Programme Development & Reporting

  • Support the Programme Manager in the development of concept notes and proposals in coordination with relevant other departments.  
  • Assist in developing log frames, realistic Theory of Change analyses, and Monitoring & Evaluation systems in support of both new and ongoing activities.
  • Support the Programme Manager in the preparation of well-written, accurate and timely reports that fully meet donor requirements.
  • Work closely with the Operations Manager, MRE Coordinator, and the Information Management Officer to gather data supporting results-based management and impact-focused reporting with particular attention to land use, beneficiary satisfaction, and mine action contributions to broader developmental outcomes.

 

Socio-Economic Impact Assessment:

  • Implement pre, during and post-operational Impact Assessments (IA) on the non-technical survey, technical survey and clearance tasks.
  • Accurately document the impact information collected including maps and photographs according to existing guidelines and using templates and formats designed for this purpose. 
  • Contribute Impact Assessment findings to Needs Assessments undertaken in advance of new projects or activities.

 

Communications

  • Produce occasional case studies and social media posts for communications purposes, in coordination with the Communication and Advocacy Coordinator, and as needed to maintain compliance with donor contracts.  
  • Act as point of contact for the NPA Lebanon Communication and Advocacy Coordinator and provide information as needed for articles, social media posts, and other campaigns.
  • Ensure, MEL, Impact Assessment, and other relevant data is uploaded to “Sharepoint” in a manner that is clearly organized and regularly updated. 

 

Cross-cutting issues and environmental protection

  • Serve as an environmental focal point, and propose and assist in implementing approved initiatives that reduce the negative environmental impact of NPA Lebanon’s mine action activities and office activities in Tyre, Beirut, and Arsal.
  • Provide support in implementing global or national initiatives that are cross-cutting such as strategy development, gender mainstreaming and gender equality initiatives, mainstreaming of diversity and inclusion, conflict sensitivity such as Do No Harm.

 

Additional work may be assigned by the MAD Programme Manager on an ad-hoc basis when needed.

 

The Mine Action Programme Officer is to: -

  • Represent the organization in a responsible and professional manner.
  • Sign the NPA code of Conduct and take NPA safeguarding e-course upon signing the contract of employment.
  • Work under NPA’s core values, and NPA policies that guide his/her actions and relationships
