Monitoring, Information management and Reporting:

  • Compile and analyze project data to measure the progress and impact of project activities according to their overall results framework and timeline.
  • Provide day to day data quality verification and ensure all data is inputted into NCA’s MEAL tools and analyzed in a timely manner.
  • Develop and maintain a data management system using Excel or other data management and analysis tools.
  • Undertake field visits to partners’ projects on regular basis, collecting data to inform the NCA program team on project progress and verify data with submitted partners’ reports. the field as needed, to support and/ or supervise data collection or verify data quality.
  • Review and support partners in the development and implementation of project MEAL plans.
  • Develop monthly project Indicators Tracking Cards and ensure monthly submission and revision of submitted ITCs.
  • Ensure that for each project disaggregated data on gender and age (and nationality) is collected, compiled and analyzed by sector.
  • Participate actively in regular program team meetings.
  • Collect and file means of verification/data source such as photos, list of beneficiaries, publications, case studies, etc.
  • Review and quality assure project reports from NCA partners in Lebanon and assist with the reporting process when needed.
  • Ensure that partner reports are submitted to NCA according to agreed timelines.
  • Consolidate partner reports from NCA partners ensuring they meet donor requirements.


  • Disseminate and follow-up on complaints/reports as part of the Complaints Response Mechanism(s) (CRM).
  • Assist project teams in strengthening accountability mechanisms at the project level.
  • Ensure Core Humanitarian Standards are mainstreamed through program design and implementation.
  • Contribute to the rollout of NCA global strategic initiatives related to measurement and accountability, and enable reporting against NCA global standards and requirements.

Evaluation, Review, and Learning:

  • Share relevant MEAL findings with projects teams in an appropriate format and follow-up on implementing recommendations.
  • Support in the design and management of evaluations, including development of evaluation ToR, methodology, data collection activities, review of evaluations reports, and sharing of evaluation findings and recommendations with intended audiences.
  • Support the implementation of evaluation recommendations at field level.
  • Assist the programme team and partners in documenting and reflecting on lessons learnt.
  • Collecting best practices, case studies which demonstrate qualitative and quantitative changes over the period.
  • Organize/support field-based reviews and learning events.
  • Participate in reflection sessions conducted with partners.


  • As needed, provide training to partner staff on collection and reporting data and best practices related to the MEAL framework.
  • As needed, capacity strengthen partners on report writing.
  • As needed, support partners to design and conduct pre and post-assessments, post distribution surveys, satisfaction surveys.

Perform other duties as required or assigned.



  • University degree in Business, Social sciences, Public Administration, or any related field.


  • A minimum of 2 years’ experience with a local or International NGOs, in similar role/with similar responsibilities.
  • Previous experience in a humanitarian response is an advantage, especially in WASH and/or GBV.
  • Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
  • Demonstrated experience of implementing beneficiary complaint and feedback mechanisms.
  • Knowledge of MS Word and Excel required.
  • Experience in data form design, data collection and data entry.
  • Fluency in verbal and written English and Arabic.
  • Experience with using digital tools and programs for MEAL.

The MEAL officer works closely with the Program manager, Program Coordinators/Project Managers, Grant and Funding Manager and Head of Mission.


The MEAL officer will be based in NCA office in Beirut, with frequent visits to the partners and project sites.
