With a focus on NCA GBV partners programs in Lebanon, the Gender Based Violence (GBV) Senior Officer/Coordinator shall :

  1. Coordinate the NCA GBV program for Lebanon, including:
    1. Support and closely follow up NCA partners’ GBV program implementation and ensure that all programs are on track and that challenges are addressed and mitigated or that programs are adjusted/reviewed.
    2. Assist partners with required reporting, as well as review and consolidate reports according to donor and NCA requirements and deadlines
    3. Provide technical GBV support to partners.
    4. Work with the GBV PM and GBV Global team to ensure programming is in line with the global GBV strategy.
  2. Strengthen and oversee that partners are using agreed upon monitoring tools and system to capture overall program progress, based on the programs’ logframe, MEAL framework and indicator tracking card and ensuring that data is consistently collected and analyzed.
  3. Contribute to project development and the proposal writing processes.
  4. Attend and represent NCA during relevant technical coordination mechanisms in Lebanon including the Protection Working Group and SGBV task force in order to align and integrate NCA’s global and country program with the national protection context and priorities.
  5. Ensure capacity building of staff and local partners in GBV thematic areas such as, but not limited to; case management, MH/PSS, GBV basic concepts and PSEA and cross-cutting issues.
  6. Provide technical support in mainstreaming protection and GBV across other NCA sectors such as WASH in Lebanon.
  7. Review partner’s monthly indicator tracking cards and narrative reports and cross-check numbers.
  8. Undertake field visits to provide technical guidance and support and regular monitoring of the progress of the GBV project activities.
  9. Collect and archive all final GBV project documents.
  10. Support with quality assurance, including ensuring that NCA Lebanon GBV Program adheres to international standards for GBV programming and service delivery principles and ensure that all interventions are technically sound in meeting the needs of women and girls including GBV survivors and affected communities.
  11. Support partners in developing work plans, monitoring plans, financial forecasting, program progress reports and other coordination tools for efficient implementation of the program. This also applies to NCA’s own GBV activities and budgets.
  12. Where challenges/issues arise (staffing/work/workplace), ensure that these are flagged early, communicated to the GBV Program Manager and/or Program Manager and addressed in an appropriate way.


Perform other duties as required or assigned.




  • A minimum of 3-5 years’ experience with a local or International NGOs, in similar role/with similar responsibilities.
  • Direct experience in implementing GBV prevention and response programs, preferably in a humanitarian response.
  • Knowledge of GBV guiding principles and case management.
  • Previous experience mainstreaming protection and GBV (desirable).
  • Previous experience in capacity building and working with partners (desirable).
  • Experience in proposal and report writing as well as M&E.
  • Knowledge of MS Word and Excel required.
  • Fluency in verbal and written English and Arabic

The GBV Senior Officer/Coordinator works closely with the Program manager, Program Coordinators/Project Managers, Grant and Funding Manager and Head of Mission




The GBV Senior Officer/Coordinator will be based in NCA office in Beirut, with frequent visits to the partners and project sites.
