Request for Applications for designing and implementing a Professional Development Plan (Local Posting)

CONTRACT DATA

Period of Performance: January 2021 – December 2021

Location of Assignment: Beirut Lebanon (with Travel to travel to project locations in Tripoli, B, Halba, Taanayel and relevant communities/geographical areas)

Background: For over 100 years, the Near East Foundation (NEF) has worked to build more sustainable, prosperous, and inclusive communities in the Middle East, Caucasus, and Africa through education, governance, and economic development initiatives. Working through a network of country offices and local partners, NEF currently has approximately 250 staff members – almost all nationals – and programs in nine countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Palestine, Sudan, and Syria. Its programs are organized around three themes: Peacebuilding through Economic Cooperation, Climate-resilient Agriculture, and Microenterprise Development.

Assignment Overview: 

The Near East Foundation (NEF) is promoting economic empowerment among vulnerable individuals in Lebanon, including refugees and poor and marginalized women and youth. We achieve this through capacity building and support of market-linked skills development, development of new income-generating activities (IGAs) (refugees) and MSMEs (Lebanese), and access to services to support growth of existing, high-potential IGAs and MSMEs. These efforts are intended to support self-sufficiency and protection among target beneficiaries by expanding their access to economic and social resources. Our methods maintain sensitivity to competition and protection risks, reduce the potential for tension/misunderstanding, and foster social stability between displaced and host populations.

NEF is looking for an institution or firm to design and implement a professional development plan for its staff members that would focus on the following two components:

  1. Teamwork among the NEF staff (18 staff members)
  2. Providing individual professional development through relevant trainings to 10 core staff members (each according to their job role)

 

According to the attached Terms of Reference and profile of its 10 core staff members, NEF is inviting interested service providers to submit a narrative proposal and a budget highlighting the professional development plan and approach they would be adopting to address the two components mentioned above. The proposal should include the following:

  1. Background info (of the institution/firm)
  2. Experience and expertise of the institution in professional development and trainings
  3.  Objectives of the proposed professional development plan (team level and individual level)
  4.  Proposed training approach
  5. Proposed dates duration and venue (tentative work plan)
  6. Potential proposed trainings (team level and individual level)
  7. Training methods
  8. Techniques and Language and Monitoring and Evaluation plan (including how the impact of the implemented professional development plan will be measured).

Should a need for trainings in the courses mentioned in Annex 1 be identified, NEF staff will be required to enroll with the existing service providers.

Deadlines:

  • Contractual Starting Date: January 2021
  • Deadline for Inception Report: February 2021
  • Deadline for training implementation: August 2021
  • Deadline for the draft report: November 2021
  • Deadline for the presentation/debriefing of the draft report:  November 2021
  • Deadline for the final deliverables: December 2021

NEF will be responsible for:

  • Provision of previous and actual project documents for contextual background
  • Basic training materials and training room

The consultant will be responsible for:

  • The consultant is expected to use his/her own laptop and phone

Payment Method:

The payment will be made as 60% in advance, 30% after conducting all the required trainings, and 10% on approval of the final report. NEF will not be responsible for any further expenses incurred by the consultant during the consultancy visits and for any loss and/or damage to him/her.

Skills, experience and selection criteria:

  • University degree in relevant field;
  • Proven capability and experience in designing, implementing and evaluating various professional development plans;
  • Should have a clear vision for how to approach NEF staff and be able to build a trust and rapport with them;
  • Experience in delivering training;  
  • Native Arabic speaker;
  • Excellent writing and communication skills in Arabic and English; and,
  • Availability and willingness to travel to various areas in Lebanon during weekdays.

  • Financial proposal (inclusive of VAT).  NEF will provide transportation from Beirut to field sites and return.
