The Nawaya Network is an NGO based in Beirut, Lebanon that develops the income-generating opportunities of youth through entrepreneurship, employability, and economic development programs.

We are seeking a Monitoring and Evaluation Officer (MEO) to fulfill the below tasks and responsibilities:

1- M&E Tools Development & Data Management 

• Supports the MEAL unit in designing M&E tools, and building/maintaining M&E tools via various data management systems.

• M&E tools include, but are not limited to: baseline/end line surveys, interview questionnaires, focus group discussion questions, attendance sheets, etc. Data management systems include, but are not limited to: Excel sheets, RIMS Referrals tracking, and/or tahaki pro software.

• Supports the English to Arabic and Arabic to English translation of M&E tools.

• Collects data from beneficiaries (in-person, via phone, via online forms) while ensuring high quality data collection and data entry are implemented according to timelines and procedures in the M&E plan.

• Conducts a thorough and rigorous first level review and validation of all responses to ensure they were received correctly and completely before recording the data and follows up with beneficiaries for corrections as needed.

• Checks his/her data entry work after completion to ensure accuracy.

• Monitors the data pipeline and coordinates with various programmatic units to ensure high quality data collection and data entry are implemented according to timelines and procedures in the M&E plan

• Conducts ongoing and effective data review while alerting the Senior MEO of the need to clean, correct, and update data and explaining how these changes may affect previous reporting, analyses, and other M&E-related content shared internally or externally. This includes but is not limited to: identifying duplicated, erroneous, or outdated data and making necessary changes to the data within various data management systems.

• Maintains close communication with the Senior MEO to report performance issues or challenges with the implementation of the M&E system, and explain any delays, missing data, discrepancies, etc well in advance of deadlines, while providing recommended solutions to ensure the system is adapted appropriately to changing programmatic needs/requirements.

• Supports the ongoing systematization and standardization of the M&E tools and data management systems to ensure the entire data pipeline can be analyzed, as much as possible, in a single usable format.

2- Learning, Accountability and Capacity Building 

• Ensures program staff clearly understand their M&E roles, responsibilities, and reporting timelines; and provides continuous support to establish and maintain their understanding in this regard.

• Builds program staff capacity through training and technical support on the M&E tools and data management systems based on the guidance and protocols prescribed by the Senior MEO.

• Ensures all relevant program staff are able to use the database management systems to analyze program information and results.

• Formulates and implements solutions that contribute to ongoing strategies initiated by the Senior MEO and M&E Specialist to promote the participatory and active engagement of program staff with M&E tools development, data collection, data management, and data analysis that ensure buy-in, effective uptake, and improvement of the M&E system

• Performs periodic quality control checks (remotely/online and in the field) to validate data collection/data entry processes of program staff, ensure quality standards are being met, and acquire knowledge to ensure continuous improvement of the M&E system.

• Proactively leases and maintains regular communication with program staff to co-evaluate existing data collection systems and procedures, identify challenges, and collect feedback on the M&E system in order to identify/suggest improvements to the M&E Specialist.

• Provides recommended solutions to the M&E Specialist for revising and optimizing the M&E tools and data management systems to improve reporting as well as programmatic learning and decision making.

• Manages beneficiary complaint & feedback mechanisms (hotline, etc.); ensures that info about these mechanisms are integrated within all relevant M&E tools; ensures program staff effectively inform beneficiaries of these mechanisms; receives, records, and alerts the M&E Supervisor of complaints.

• Supports the development of ongoing analyses of programmatic progress and impact - in addition to those required for reporting - to achieve programmatic learning and decision making.

• Ensures the documentation and sharing of M&E protocols and develops/updates instructional documents and manuals for smooth functioning of the M&E system.

3- Reporting and Communication 

• Supports the Senior MEO in responding to reporting requests, information requests, and other comms needs from internal and external stakeholders.

• Reviews/validates data within data management systems in advance of reporting deadlines, alerts the Senior MEO of issues, and implements corrective actions to ensure error-free reporting.

• Ensures that data for all log frame indicators is extracted from data management systems and imported to reporting platforms in a timely and accurate manner and alerts the Senior MEO and/or M&E Specialist of issues while making corrective actions when needed in real time.

• Supports the Senior MEO and/or M&E Specialist in ensuring relevant and timely M&E information is provided in user-friendly formats to key stakeholders, including The Nawaya Network program teams and top management, program partners, and donors.

• Supports the Senior MEO and/or M&E Specialist in developing written reports that include M&E data on programmatic progress, as well as in developing presentations with data visualizations that provide user-friendly insights for Nawaya internal stakeholders, partners, and donors.

4- Other

• Assists the Senior MEO in their role as Tahaki pro (data management software) focal point with regard to seeking support with building/maintaining databases on the tahaki platform as well as liaising to troubleshoot issues.

• Supports Nawaya colleagues with M&E-related tasks as needed.

 

Requirements:

1- Experience:

 At least 2 years experience in a M&E position, including:

-Supporting the design of M&E systems, as well as implementing and operating M&E systems from project initiation to closeout stages.

-Managing beneficiary monitoring and database systems.

-Planning and managing survey distribution/data collection.

-Planning and conducting interviews and/or focus group discussions.

-Conducting data entry and data cleaning.

-Supporting the refinement of data collection tools.

-Conducting data quality assessments and oversight.

-Supporting the development of written reports and presentations with data visuals

-Delivering M&E training and mentoring and building staff capacity.

2 - Competencies

3- Skills

- Strong knowledge of programme implementation cycle, M&E techniques and best practices.
 
- English: Intermediate (higher than beginner/good) written and spoken fluency is required
Arabic: Advanced written and spoken fluency is required
French fluency is a plus for coordination with French-speaking internal and external stakeholders. 
 
- Excel and Google spreadsheets: Intermediate proficiency is required.
 
- Google Drive: Intermediate proficiency is required.
 
- Data management softwares (tahaki pro, Kobo, Activity Info, etc): Intermediate proficiency is preferred.
 
- Strong critical thinking and analytical skills.
 
- Intermediate proficiency in math or statistical analysis is required.
 
- Strong communication skills and emotional intelligence, including the ability to communicate technical information to both technical and non-technical colleagues, and to maintain respectful and productive working relations with internal and external stakeholders.
