Background

Mouvement Social (MS) is a Lebanon-based NGO ꟷ established in 1961. Initially, MS was inspired by a group of volunteers from diverse socioeconomic backgrounds, aiming to build a fairer and more humane society. MS’ main purpose is to improve the citizenship and autonomy of the underprivileged, chiefly by involving them in socioeconomic development projects though which they can induce change, attract new growth and enhance the standard of living for local residents. Succinctly, MS embraces a rights-based approach to social work whereby empowerment is considered as a key catalyst for long-lasting, deeper societal change. 

The UN Women project extends over a period of 9 months, developed to support the economic empowerment of the most vulnerable people in the areas affected by the Beirut blast. The general objective is to enhance the most vulnerable groups’ economic empowerment and equitable access to employment, thus improving the livelihood situation of 240 beneficiaries selected among the most vulnerable peoples in in Bourj Hammoud area and its surrounding neighborhoods including  Port, Mdawar, Remail, and Nabaa. The project is based on a community-based approach to integrating all stakeholders including the national authorities, private sector, and civil society organizations in overcoming the current crisis through increasing equitable access to employment and creating new job opportunities. For that purpose, this approach will be based on three main interrelated tracks: 1) Empowering the vulnerable groups by providing skills training and education support; 2) Creating equitable linkage between the beneficiaries and the local market sector to access income generation and employment opportunities, and 3) Supporting women’s civic engagement through taking part in decision making and community mobilization through developing networks with the local authorities.

The project team will plan for, organize and oversee implementation of the specific activities of the project. The local project team will, initially be composed of a project field coordinator based in Bourj Hamoud area, and project manager, to be administratively and operationally supported by a project officer, based in MS headquarters.

MAIN TASKS and RESPONSIBILITIES:
The Field Coordinator will perform and be responsible for the following tasks:

  • Handle the daily follow up and supervision of project activities on the field, as well as track the progress of the activities and provide timely feedback
  • facilitate the organization of local inclusive committee
  • Oversee the identification and implementation of several trainings for the committee to developing their capacity building;
  • Coordinate the data collection process to be conducted by the committee to identify the needs and assets regarding the livelihood sector of their community, especially the most vulnerable groups;
  • Facilitate a 2 days’ workshop with the committee to analyze the data collected and develop a “diagnosis study” document that reflects the needs and priorities identified by the committee related to the livelihood sector in their area;
  • Support in organizing stakeholders visits by the members of the established committee within the area to advocate for the identified needs and priorities;
  • Develop the needed tools/ procedures to advocate for their priorities and adequate channels to follow up;
  • Support the committee in developing the referral list with the market sector (entities) and in matching the beneficiaries with the identified local entities, thus creating job opportunities/ income generation for the beneficiaries.
  • In coordination with the PM, set up and monitor the project implementation
  • In coordination with the Admin & Log Department, prepare procurement dossiers, conduct market analysis and identify project potential providers
  • identify project technical and programmatic needs and challenges and propose solutions
  •  Support the PM in preparing monthly budget forecast by informing about activities expected costs
  •  Document and report any bottlenecks or challenges faced during the project, including lessons learned
  • Prepare written reports based on results from qualitative investigations; and feedback and analysis on progress of program implementation and piloting and fielding of survey instruments.
  • Translate into Arabic and/or English relevant documents related to the project

REQUIRED COMPETENCIES AND SKILLS

  • Previous experience in a similar position in the NGO sector
  • Previous experience in livelihood projects, women empowerment, advocacy campaigns, and/or community development
  • Master Degree in as sociology, economic development,  urban planning, social and/or political sciences or any related fields
  • Demonstrated experience in liaising with different stakeholders including local authorities, market sector and community members
  • Proven Computer literacy, particularly in Microsoft Office: Word, Excel, ppt
  • Fluent in Arabic and English
  •  Very flexible and with a positive attitude
  • Good team player and proactive attitude in problem solving
  • Honest, trustworthy, and respectful with cultural awareness and sensitivity to needs of vulnerable populations
  • Able to work independently under tight deadlines
  • Able to observe deadlines and achieve results
