Duties and responsibilities

 

The FOM is responsible for and must ensure that:

  • Tasks as delegated by the TFM are implemented in accordance with MAG policies and SOPs.
  • The TFM and TOM are kept well informed about operations and any changes, developments and problems.
  • All Mine Action team operations are carried out safely, effectively and efficiently.
  • He is fully aware and understands the duties and responsibilities of all Mine Action Teams under his management.
  • He has a good knowledge of all mines, and when relevant ordnance in theatre.
  • All technical staff adheres to MAG operational SOP’s and drills and procedures.
  • He works in close liaison with all supervisors, keeping them informed at all times regarding all aspects of technical operations including technical problems.
  • That he liaises, tasks and supervises all Supervisors, ensuring that they carry out their relevant duties.
  • He appraises and evaluates all operational tasks, which should include regular field visits.
  • There is a two- way flow of information both up and down the structure, between the teams on the ground up to and from the SM and Senior Management Team.
  • He is to carry out QA checks on all sites during his field visits.
  • He is responsible for ensuring all clearance plan and reconnaissance reports submitted by the supervisor are accurate, properly prepared, in accordance with MAG SOPs, and is workable.
  • He is to ensure that all clearance tasks are accurately recorded, and all minefield files are kept up to date.
  • He is responsible for submitting all statistics of MAT activities, to the data coordinating unit.
  • He is responsible for conducting all “Area Reduction” requested by supervisors.
  • He will be present and will authorize these personally.
  • He liaises with and coordinates with the Technical Training Monitoring and Evaluation unit on all training retraining for all operational staff and quality management issues.
  • Liaises with the SM on all logistical problems.
  • He monitors the security situation in all areas of operations, keeping the TOM and the TFM informed of any changes/developments.   
  • He liaises with the relevant Medical, and the other members of the Sector Management Team.
  • He provides weekly narrative operational reports and other reports as required to the TFM and TOM.
  • He is nominating personnel to escort the visitors to the operational sites.
  • That he carries out any other operational/administrative duties, as directed, to meet operational requirements.
  • He should heavily be involved with TFM and Sector Management Team in Preparing Annual and Quarterly Work Plan.
  • Liaise with LMAC regional directorates in governorates.
  • He should be able to drive MAG owned cars for operations purposes.

Expectations

 

  • As this is a senior position, the FOM must also be prepared to travel and stay in the field when necessary.

  • Undertake any other duties as may be required.
  • Aware of gender mainstreaming and ready to participate in gender awareness courses/training
  • Able to work in a mixed team
  • Understand and uphold the standards outlined in MAG’s Safeguarding Framework, acting with due care and attention to safeguard the wellbeing of anyone that comes into contact with MAG’s work and reporting concerns if they do arise. 
  • Ensure that line reports understand and follow MAG’s safeguarding framework, escalating concerns reported appropriately to programme senior managers.

 

Person selection criteria

                              

The post holder should be able to demonstrate the following attributes:

  • An understanding of NGOs and a commitment to humanitarian work.
  • EOD 3 +
  • Familiar with working with Ingernational Mine Action NGOs
  • Conducted IED clearance in lebanon within last three years
  • Should have drivre’s license.
