Construction and Structural Rehabilitation of Takalam center
Michel Daher Social Foundation is a non-profit organization dedicated to improving the lives of
vulnerable communities in Lebanon. Operating across four pillars—healthcare, social development,
economic and human development, and community development and sustainable livelihoods—MDSF
promotes resilience, sustainability, and social stability by addressing the needs of individuals,
communities, and local enterprises.
Background
SALAM Project is implemented by MDSF in collaboration with GIZ and it is commissioned by the German
Ministry for Economic Cooperation and Development (BMZ). It aimed at fostering economic resilience
and social stability in Southern Baalbek and West Bekaa.
The project aims to enhance social stability through the Takallam Center and specialized training
programs. It provides psychological support to children and families, prioritizing the most vulnerable
groups, strengthens community resilience through youth leadership and conflict resolution training,
empowers civil society organizations to lead recovery-focused initiatives and reduce tensions, and
transforms the Takallam Center into a hub for community development and social cohesion.
Objective
The objective of this Terms of Reference (TOR) is to outline the procurement process for the
construction and extension of the Takallam Center at the Michel Daher Social Foundation in Bekaa,
Lebanon. The goal is to engage a qualified contractor who will successfully deliver the construction
works, adhering to the defined scope, timeline, quality standards, and budget. The extended center will
serve as a community and educational space, enhancing the Foundation's capacity to deliver its
programs and services effectively.
Scope of Work
The Contractor will be responsible for the execution of all tasks outlined in the attached Scope of Work
(ANNEX 1&3). This includes, but is not limited to, the extension and construction activities, as well as
any related preparations and installations necessary for the successful completion of the Takallam
Center extension. (ANNEX 1&3)
Deliverables
The Contractor will be responsible for delivering all items outlined in the attached Deliverables (ANNEX
1). These include the timely completion of construction milestones, final project inspection, and all
required documentation to confirm the successful execution of the project. (ANNEX 1)
Duration of Assignment
The work will span the following period:
- Starting Date: First week of March 2025
- End Date: May 30, 2025
This timeframe includes the completion of all construction works, deliverables, and final acceptance by
the Michel Daher Social Foundation - MDSF.
Qualifications
Bidders must demonstrate proven experience in successfully completing construction projects of similar
scale, particularly involving the extension or renovation of educational or community centers. The
project team must include qualified professionals, such as engineers and project managers, with
relevant certifications and licenses as required by the Lebanese law. Additional qualifications, including
financial stability and adherence to health and safety standards, will also be considered. Preference will
be given to bidders with experience working with NGOs or community organizations.
Location
The work will take place at the extension of the Takallam Center, located at the Michel Daher Social
Foundation - MDSF, in Ferzol, Bekaa, Lebanon.

Step 1: Prepare Your Bid Documents
Submit the following:
Technical Proposal:
- Outline your approach to delivering the construction works, including detailed plans for the extension of Takallam Center. Describe your experience with similar construction projects, particularly those involving educational or community centers.
- Highlight your experience in managing projects of this scale, your approach to project timelines, materials, safety standards, and any relevant certifications or best practices.
- If applicable, mention any experience working with NGOs or community organizations to demonstrate your ability to collaborate in such environments.
Financial Proposal:
- Provide a breakdown of your total offer in USD, including the total price for each division, expenses, discounts, and taxes. The total budget for this project is limited to a maximum of $22,500. Ensure that your financial proposal aligns with this budget constraint.
- Outline the payment structure based on milestones tied to deliverables.
- Annexes 1 and 2 (Scope of Work, Deliverables and BOQ) must be included as part of your financial proposal. Ensure that all relevant details and sections are filled out as required in both annexes.

Step 2: Submit Your Bid
- Email your complete bid to procurement@daherfoundation.org by February 28, 2025.
- The subject line must include the TOR title (Takallam Center Extension). Incomplete submissions or those without the correct subject line will not be considered.

Step 3: Offer Validity
- Your offer must remain valid for 60 days from the submission deadline. You may be contacted for clarifications or further discussions during this time.
Step 4: Payment Terms
- Payment will be made via bank transfer or Telegraphic Transfer (TT).
- Payment will be processed based on the following milestones:
25% upon signing the contract as a down payment.
25% after finishing 50% of the work.
25% after finishing 75% of the work.
25% at the end of the project after final acceptance from MDSF.
- Note: Without a valid MOF certificate, tax deductions of 3.4% on goods and 8.5% on services will apply, according to articles number 41 and 42 of the income tax law.
Step 5: Evaluation Proposals will be evaluated based on:
- Technical Proposal (60%)
- Financial Proposal (40%)
Site Visit Requirement
A mandatory site visit to the Takallam Center is required for all interested bidders. This site visit will
allow bidders to assess the project scope, existing conditions, and specific requirements in order to
submit accurate and competitive proposals. The visit is intended to provide bidders with the necessary
information to assess the project needs thoroughly, ensuring their financial proposals are realistic and
well-informed.
Site Visit Details:
- Location: Michel Daher Foundation - MDSF, Ferzol, Bekaa, Lebanon
- Purpose: To familiarize bidders with the location, existing conditions, and scope of work to facilitate an accurate understanding of the construction requirements.
- Bidders must confirm their attendance by emailing procurement@daherfoundation.org at least one day prior to the site visit date.
