Call for Tenders - SCADA System Maintenance

Michel Daher Social Foundation (MDSF), established in 2014, is a Lebanese NGO dedicated to addressing the unique challenges faced by communities in Central Bekaa. Committed to creating an environment where individuals can achieve their highest potential, the foundation focuses on community health care, economic and human capacity building, sustainable community development, and livelihood. MDSF's mission is rooted in providing support to help people overcome life challenges and make a positive impact on the Bekaa community.

Project Overview:
The project aims to increase access to safe and reliable water services among communities in Zahle Caza, Lebanon, with a focus on improving the capacities of the Bekaa Water Establishment (BWE) and enhancing water services for upstream and downstream communities of Jdita. The project includes technical and material capacity strengthening, community engagement, facilitation of allocation agreements, and activation of the regional water network.

 

Scope of Work
SCADA System Maintenance

  • Repair the SCADA system to ensure full operational functionality, including clear operations protocols. The scope of work will include repairing the existing systems, as well as testing and commissioning all the components. (BoQ will be identified after site inspection)

 

Expected Deliverables

The Qualifications
The contractor is to fulfill all requirements of the scope of work and in case of any discrepancies and/or unexpected circumstances to notify immediately. The contractor is to provide a fully functional pumping facility with all properly operating pumps, chlorination (SCADA), electrical systems, and cameras. The buildings are to be well repaired (waterproofing, closing holes). The PV system and generators are to be fully operational and in optimal condition, in addition to implementing a proper shutdown policy. All electrical wirings are to be well maintained and properly connected, and the to-be-installed cables must be correctly and safely wired. All safety hazards are to be dealt with properly (electrical enclosures, cable covering, etc.). All leakages (diesel, water) are to be repaired and made sure to be long-term.

 

Payment Terms 
1. Payment Method:

  • Payment will be made via bank transfer or Telegraphic Transfer (TT) within 15 working days after the completion of the service.
  • Payment will be made after the completion of the service.

Note: If the supplier does not provide a valid MOF certificate, they will be subject to a deduction of 3.4% on the purchase of goods and 8.5% on services, in accordance with the applicable tax rules and regulations.

 

Selection Criteria
The consultant will be selected based on:
1. Technical Criteria (60%)

  • Relevant Experience (30%)
  • Technical Approach and Specs (30%)
  • Warranties
  • Time Frame for completing the action (1 month)

1. Financial Criteria, fill out the attached BOQ (40%)

  • Pricing and Cost (30%)
  • Payment Terms (10%)

How to apply

On Thursday 30 January 2025, you will be able to conduct a site visit to the Jdita Water Station in order to send us all the required documents including the technical and financial proposals.

1. Required Documents:

  • Technical proposal including warranties
  • Financial proposal.
  • Copy of ID, MOF Ministry of Finance) Certificate and Registration Certificate.

2. Submission Method and Deadline:

  • Submit Bid via email to procurement@daherfoundation.org.
  • The subject line of the email must include the title of the TOR and all required documents should be attached. Incomplete submissions or those missing the subject line will not be considered.
