The Program

In 2019, Mercy Corps, the Danish Refugee Council (DRC), Oxfam in Lebanon and Al Majmoua established the Consortium “Linking Vulnerable Populations and Inclusive Market Networks to Advance Sustainable Economic Development in Lebanon” - or “LINKED” - to contribute to sustained, inclusive and sustainable economic development in Lebanon. DRC is the consortium lead.

With support from the European Union’s MADAD Trust Fund (MADAD), LINKED intends to deliver an integrated livelihoods package comprising a series of mutually reinforcing and sequenced activities. On the one side, it will aim to ensure vulnerable households have enhanced capacities to identify and pursue decent livelihood pathways and improve access to employment opportunities for vulnerable job seekers through enhanced marketable skills and linkages with employers. In parallel, it will seek to strengthen capacities of selected local businesses to provide decent, inclusive and sustainable income generation opportunities.

The €14.5 Million programme will be delivered in Bekaa, Tripoli and Mount Lebanon governorates most affected by displacement for a period of 32 months and will target Lebanese vulnerable populations and refugees. The action is designed so that each agency will serve as thematic lead for various elements of each output – DRC for employability, Mercy Corps for Business Support, Oxfam for Advocacy and Decent Work conditions, and Al Majmoua for financial inclusion – while DRC and Mercy Corps will be delivering the bulk of employability and business support activities in their own geographical area of implementation.

The Position

The MSMEs Coordinator is responsible for the technical oversight of the support to Micro, Small and Medium Enterprises (MSMEs). S/he will manage the MSMEs team and ensure that activities within this component are implemented to a high quality, on time, and within budget. S/he will ensure that activities in this component contribute to achieving key deliverables, including improved capacity of MSMEs to adapt to changes in the market and to grow as well as improved capacity of Business Development Support providers to support them.  As requested by the Program Manager, the successful candidate will assist with donor coordination throughout the grant, attend sector-specific meetings with peer organizations, as well as supporting and building partnerships with CBO’s, Private Sector, and Government representatives.

Essential Responsibilities

Overall Project Implementation

  • Support the Programme Manager and programme team in planning and implementing project activities to meet project deliverables based on timeline and scope agreed with the donor;
  • Provide day-to-day support and coordination, including administrative, financial and logistical support. Troubleshoot any administrative problems and report any challenges or bottlenecks to Programme Manager;
  • Build relationships with unions and local municipalities to introduce the project and facilitate access to information related to project activities and scope. Arrange for meetings with local entities and authorities, as requested;
  • Participate in team planning and coordination meetings and trainings;
  • Support the Programme Manager in conducting periodic risk assessments to update implementation plan accordingly;
  • Support monitoring and evaluation efforts to document project outputs, outcomes, and impact to inform donor and other internal reporting;
  • Oversee filing and record keeping of project activities;
  • Contribute to the analysis of data collected to facilitate assessment results and lessons learnt;
  • Monitor adherence to grant agreement, Mercy Corps policies and procedures and relevant external rules and regulations. Facilitate internal Mercy Corps procurement processes;
  • Prepare weekly reports to be submitted to the Programme Manager. Contribute to quarterly reports and other ad hoc reports to meet donor and internal requirements;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Project Implementation (MSMEs and Local Business Clusters)

  • Lead on the MSMEs support component design processes and implementation in order to deliver maximum impact;
  • Develop the tools for MSMEs support including assessment tools, selection tools and follow-up tools;
  • Ensure the quality of the identification and selection process and completeness of the files of the MSMEs submitted to the Selection Committee;
  • Ensure the identification and selection of a pool of experts in business development and other related topics to support MSMEs;
  • Coordinate financial and operational feasibility studies for MSME support packages that promote job growth and employment;
  • Design MSMEs coaching sessions and oversee the team’s implementation of these sessions
  • Facilitate field coordination of assistance to micro, small and medium enterprise (MSMEs), limited in-kind grants and linkages to existing business support services to lower risks and strengthen the ability of companies to grow their workforce;
  • Coordinate developed strategies to meet the programme’s job creation targets through market-oriented solutions and devising short and long term employment opportunities through MSME support;
  • Ensure that all MSME support-related interventions are in compliance with international norms and standards, national laws and policies, technical standards and organizational policies;
  • Contribute with monitoring and evaluation (M&E), accountability and learning systems for optimal MSME development and support;
  • Work with selected Business development service providers to develop products and services adapted to the program target population and support them in marketing it;
  • Contribute to the setup of Local Business Clusters in areas of intervention;
  • Lead on the Local Business Clusters (LBCs) Selection process;
  • Lead on the organization of LBCs event;
  • Lead on the outreach process for LBCs;
  • Closely coordinate with LBCs consultant to roll out selection criteria.

Coordination and Representation

  • Liaise with local officials including municipalities, Chambers of Commerce, local NGOs and INGOs, project partners, key community leaders, MSMEs, and other relevant stakeholders to ensure successful deliverables;
  • Develop and maintain working relationships and coordinate with relevant international and local agencies active in the livelihoods and economic development sector;
  • Represent Mercy Corps at local coordination meetings, where relevant.

Team Management

  • Provide oversight and technical support to the Business Development team;
  • Develop and implement a comprehensive plan for staff capacity building.

Other

  • Ensure all activities are gender sensitive and follow Mercy Corps’ Gender Equity Policy;
  • Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in Lebanon;
  • Participate in internal office coordination and planning meetings and workshops;
  • Other duties as assigned.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • BA/S or equivalent in business, management, economics, or other relevant field;
  • At least five years of progressive experience and proven high level of competence in working in economic and market development, supporting micro, small and medium enterprises;
  • Proven ability to successfully implement economic development programming including grants and technical assistance for beneficiaries;
  • Experience carrying out in-depth assessments of MSMEs to identify bottlenecks, challenges and potential for growth;
  • Experience working with Business development service providers;
  • Experience creating and managing detailed action/project plans and assessing impact to timelines and budget for change in scope or pivot in direction;
  • Experience drafting detailed requirements for use by third parties to execute against;
  • Experience managing a team;
  • Proven ability to liaise with a network of government officials, NGOs, and potential implementing partners;
  • Problem solvers with the ability to analyze and prioritize to meet objectives;
  • Deep knowledge of Lebanon, in particular its economic challenges;
  • Great communication skills and sense of humor;
  • Proficiency in English essential.
