Mercy Corps exists to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. The agency pursues its mission through emergency relief services, sustainable community development, civil society, and economic development initiatives. Mercy Corps has been present in the Middle East since the 1980s and currently has offices in Yemen, Lebanon, Palestine, Jordan, Syria, Iraq, Egypt, and Libya. Working in Lebanon since 1993, Mercy Corps has implemented community development programs focused on promoting economic development and increased opportunity for disadvantaged communities, while responding to emergencies as they emerged in the country.  In 2012, the program portfolio partially shifted in response to the massive refugee influx from Syria, and Mercy Corps in Lebanon has solidified its emergency response programming while integrating longer-term development programming by focusing on key sectors: Protection, Water Sanitation and Hygiene (WASH), Governance and Conflict, and Livelihoods. 

 

About 3amaly

 

Funded by the Canadian government, Mercy Corps is implementing “Market-based opportunities and Skills Training for Women and Youth - 3amaly”, an integrated program designed to improve livelihood opportunities for women and youth (aged 15-34) from vulnerable populations. The overall objective is that women and youth are empowered and valued for playing an active economic role within their households and communities employment in four geographic zones: (1) Tripoli district, North Lebanon Governorate; (2) Saida district in the South Governorate; (3) Lower Chouf district in the adjacent Mount Lebanon Governorate; and (4) Nabatiyeh district, in the Nabatiyeh Governorate.

This will be done by addressing constraints to employment by linking youth and women to market-driven skills in partnership with the private sector, by working with micro, small and medium-sized enterprises (MSMEs) and entrepreneurs to provide technical assistance or in-kind support packages to accelerate growth and foster merit-based hiring practices, and by training and/or providing business coaching to potential start-ups to help create employment.

Description of the Required Services

3amaly program is seeking to contract data collectors in Beirut office to support the 3amaly monitoring, evaluation, and learning team with phone calls for:

  1. Completing training evaluations
  2. Employment follow-up one
  3. Employment follow-up two

And Data Entry on Excel and Commcare application.

Duration:

2 Months: Starting 01 April 2023 till 30 April 2023

 

 Brief Description:

 

The MEL team under the 3amaly program is responsible for monitoring all the activities that are being implemented throughout the program period, and conducting evaluations that will help the program to improve, adapt and learn. Below is a brief description of the tools that data collectors will be supporting to complete:

Tools implemented under skills component:

  1. Training Evaluation: This is completed at the last session of each vocational training (VT) course and Work-Based learning (WBL) activity. Aims to measure the level of participants’ satisfaction, ensure proper implementation of the activity, and collect general feedback for potential improvements
  2. Employment placement follow-up one: is completed with graduated participants (enrolled in VT and WBL activities) after 3 months of the activity. Aims to explore the employment status of graduated skills participants.
  3. Employment placement follow-up two/Endline:  is completed with graduated participants (enrolled in VT and Work-Based learning activities) after 6 months of the activity. Aims to measure the outcome indicators of the program, and last follow up on the employment status of participants.

Tools implemented under NMSME component:

  1. Training Evaluation: This is completed at the end of each Technical Assistance (TA) provided for selected businesses. Aims to measure the level of participants’ satisfaction, ensure proper implementation of the activity, and collect general feedback for potential improvements
  2. Employment creation follow-up one: is completed with selected businesses that received either in-kind or TA assistance or both and completed after 3 months of the assistance. Aims to explore the number of created jobs per supported business.
  3. Employment creation follow-up two/Endline:  is completed with selected businesses that received either in-kind or TA assistance or both and completed after 6 months of the assistance. Aims to measure the outcome indicators of the program, and last follow up on the employment opportunities created.

 

Required Tasks from the data collectors:

The data collectors, upon signing with Mercy Corps, will be responsible for:

  • Attend 2 to 3 days of training to get trained and familiar with the selected MEL tools( Might be in Beirut office)
  • Conduct phone calls to collect the needed data.
  • Data Entry( on Excel and Commcare)
  • Coordinate closely with the MEL team to set weekly plans.
  • Complete the tasks assigned in the weekly plan
  • Report on each working day all the achievements and challenges
  • Ensure high quality of data collection
  • Keep all data collected confidential
  • Support MEL team with other tasks (as needed)

Qualifications:

  • University graduate( or similar)
  • Basic Knowledge of Excel.
  • Previous experience in Data collection.
  • Strong conceptual and analytical skills
  • Ability and willingness to travel to the field(if needed)
  • Strong interpersonal skills and ability to work in a multi-disciplinary team
  • Excellent verbal and written communication and presentational skills
  • Fluent Arabic speaking and writing skills
