Main Purpose

The Project Medical Referent will participate in defining, planning and monitoring medical activities and programs in the project in accordance with MSF's protocols as well as coordinates human and material related resources needed in order to ensure the quality of care provided by MSF


  • In collaboration with the Project Coordinator and the rest of the team, the Medical Coordinator and MoPH partners, defines, implements and monitors medical activities, according to MSF project plans, standards and protocols.  Participates in exploratory missions, situation assessments (defining medical operational priorities when needed) and the development of the project policy, annual plan, budget review and project proposal and reports to donors. Ensures regular contact with MoPH and other local medical actors
  • Is responsible for the medical data collection, analysis and reporting to the Medical Coordination in the capital in order to ensure a proper monitoring of the program
  • Provides technical support to medical personnel in the field through self-knowledge and policies, ensuring compliance with the protocols of MSF medical activities.
  • Coordinates, supervises, coaches, supports and evaluates the medical team members’ performance to improve the medical components of the project and ensure compliance with MSF protocols and standards as well as MoPH protocols.
  • Plans and supervises, in close coordination with the Project Coordinator, the associated processes (recruitment, training, induction, performance evaluation, development and internal / external communication) of the medical staff of the project in order to ensure both the sizing and the amount of knowledge required and improve staff capabilities.
  • Supervises an efficient management of the MSF field pharmacy and medical equipment, in collaboration with the Logistics department and project biomedical service and in consideration of program directions and protocol changes. Monitors consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage.


  • Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health.


MSF Section/Context Specific Accountabilities


  • In collaborations with the key team members (PC/ MedCo/ MWAM and ObGynTL), Lead togetherthe support to other health actors for setting up sexual and reproductive health activities following the midwife led model of care: Basic Emergency Obstetrical and Neonatal care BEmONC linked with antenatal care, post natal care, family planning and sexual violence survivor support.
  • In partnership and close collaboration with key stakeholders support for designing, planning, preparing, implementing and monitoring outpatient and inpatient services and review clinical protocols and best practices for providing quality care to pregnant women and newborn care followed by a phasing out plan of MSF’s support.
  • Be Ensure that the programs supported by MSF are delivering quality maternal and newborn care, ensuring compliance with quality standards in the delivery of care within the midwifery-led conceptual framework. Support in providing  together with the MSF medical department and local relevant health entities access to technical support and guidance on complex cases, medical procedures or protocols and evidence-based midwifery practices in line with local regulations and guidelines.
  • Provide support and guidance for the MWAM, ObGynTL and rest of the team in planning and supervising HR associated processes.
  • Support the team in preparing, validating and implementing the learning and development plan in collaboration with technical referents and local partners and following national regulations and guidelines.   
  • Together with the team develop the project’s information, education and promotion.
  • Ensure that the support provided by MSF and its outcomes are monitored through timely & quality indicators and prepare regular medical reports.  Make sure reports are shared & accessible within the team, project, and take the lead to appropriate action.
  • Together with the PC and other managers advocate for the advancement and integration of midwifery-led care model within the broader healthcare system in Lebanon, including promoting and collaboration with other stakeholders, NGOs and other healthcare providers in the country.
  • Maintain regular networking with key stakeholders & good knowledge of main players’ strategic priorities. Participate in relevant national and subnational meetings and events including working groups and related task forces’ meetings.   
  • Guarantee maximum synergies between MSF colleagues and partners.




Essential Midwife, Medical doctor or Medical doctor specialized in Obstetrics and gynecology.


Essential 2 year working experience related to the diploma/degree and previous experience in MSF

Essential minimum of 1 year working experience in medical management.

Desirable working experience in Sexual and Reproductive Health care (maternal and neonatal care, sexual violence care).

Languages: Essential fluency in Arabic and English . French is desirable

Knowledge: Essential computer literacy (word, excel and internet)
