WHAT IS MSF?

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.

We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.

Main Purpose

Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population

 

Accountabilities

  • Coordinating, assessing and supervising the proper functioning of the medical activities (NCD care, acute consultations and emergency referrals, SRH, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved,  reporting to the technical referent any problem arising in the service
  • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures.
  • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...).
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
  • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).

 

MSF Section/Context Specific Accountabilities

General Points

  • Implementation of medical activities in accordance with the MSF project plan, standards and protocols in two MSF clinics in Burj El Barajneh and Burj Hammoud and in community based/ outreach activities. 
  • Planning, in close coordination with the PMR, the management and technical support to  the staff under his supervision (recruitment, training, induction, performance evaluation, development including medical trainings provision when applicable and internal / external communication).
  • Support during the absence of the PMR through delegated and assigned tasks. 
  • Elaborate in time and form the project reports (monthly medical report, quarterly report) related to the activities in charge (data analysis, challenges / difficulties, solutions proposed, and priorities for the next period)
  • In coordination and colaboration with the MAM PHCC support and the rest of the managers/supervisors (mental health / health promotion / PSEC / SW, nursing / referrals, pharmacy, midwife consultation) to ensure an adequate flow of patients as well as a comprehensive care and follow up of patients with a patient centred and multidisciplinary approach.
  • Support the PMR and other colleagues in planning, updating and implementing contingency plans adapted to the contextual updates and mission’s emergency preparedness and response plan. 
  • Monitor the correct use of PPE and preventive measures by the staff and patients in the healh centers. Inform the nurse team supervisor (IPC Focal point) if any improvement is needed.
  • Guarantee maximum synergies between MSF colleagues (i.e. PMR, HPAM, data supervisor, MH Supervisor, Pharma Manager)

Medical activities: general medicine, Sexual and Reproductive Health (SRH), mental health, non-communicable diseases, vaccination and emergency referrals

  • Oversee the implementation of medical care protocols and guidelines, ensuring proper diagnosis, treatment and follow-up for patients with acute or chronic conditions (such as diabetes, hypertension and cardiovascular diseases).
  • Coordinate with medical staff to develop and maintain standardized procedures for the management of NCDs, including regular monitoring and evaluation of patient outcomes.
  • Follow-up with the support of the medical team on the referral process of stable NCD patients to supported PHCCs, to ensure continuity of care.
  • Ensure that the clinic provides general primary care services, including the integration of mental health, health promotion and social work services.
  • Oversee the provision of SRH services, including family planning, management of STIs and sexual violence SV care and of vaccination (routine immunization) following the national program and MoPH protocols.
  • Establish clear criteria and protocols for identifying patients in need of emergency referral to secondary healthcare facilities based on the severity of their condition and available resources.
  • Monitor the outcomes of emergency referrals, including patient outcomes and feedback from the receiving facilities, to ensure optimal patient care and improve the referral process continuously.

Quality assurance and data management

  • Monitor the quality of all medical consultations and procedures, providing guidance and support to medical staff as needed.
  • For all centre and community based activities related to the two clinics, ensure that medical staff  follow their medical ethics and those of MSF with respect of the patient’s autonomy, dignity and cultural and religious beliefs. Promote a welcoming enviroment for all ages, gender and ethnicities.
  • In coordination with the PMR and with the support of the medical data supervisor and mission epidemiologist, establish and develop indicators and toolsfor monitoring and evaluating the quality of medical services provided at the clinics.
  • Ensure accurate and timely documentation of patient consultations, treatment plans and medical records.
  • Use data analysis from both facilities to identify trends, gaps and areas for improvement in medical activities and collaborate with the medical team to implement adapted actions in collaboration with PMR and other team members.

Representation and Networking

  • Together with PMR and other managers keep the regular networking with key stakeholders and good knowledge of their strategic priorities (operations and SOPs). As needed organise and plan networking meetings and participate in events together with relevant MSF staff while sharing with relevant MSF colleagues, meeting plans, TOR, minutes of meetings etc.
  • Coordinate with local hospitals and other healthcare providers to ensure smooth and efficient transfer of patients requiring specialized care.

Education

 

Essential: Medical Doctor (MD) degree with license to practice by the Lebanese Ministry of Public Health and active registration at the Lebanese Order of Physicians.

Essential:  specialization or training in Public Health, healthcare management,  Tropical Medicine or related studies.

Experience

Essential: 2 years working experience as a clinical practitioner and in the field of public health or healthcare management.  

Essential: previous experience in MSF or others NGOs in the field

Desirable: previous experience working in an outpatient department (private or public).

Languages

Essential mission language: English C1-C2 and Arabic

Knowledge

Essential computer literacy (word, excel and internet, Outlook)
