JOB DESCRIPTION

 

Position:                                  Medical Program Manager 

Place:                                      Beirut, Lebanon with regular field visits

Direct supervisor:                   Medical Coordinator

Supervisory responsibilities   Management and support of health team, follow-up of the health activities implementation

 

Main objective:  To contribute to improving access to quality primary health care services for vulnerable population in Lebanon

Context of intervention:

MdM has been working in Lebanon for more than 30 years, in the sector of health and mental health, while ensuring cross cutting interventions such as Gender Based Violence (GBV) and Sexual and Reproductive Health (SRH). MdM has experience in working with deprived and marginalized communities having difficulties in accessing healthcare. MdM approach mainly consists in supporting local Primary Health Care Centers (PHCC) to ensure quality and inclusive services are offered to all. It has also developed an outreach approach especially toward marginalized populations.

 

Main responsibilities:

  • Manage and supervise the health team
  • Ensure the proper implementation of the health activities
  • Coordinate all health related interventions between the health team and other departments (mental health, outreach, advocacy, MEAL)
  • Coordinate health activities among the health team and the partners of the project.
  • Participate in the capacity building of the staff and partners
  • Take an active role in health assessments and mapping to be conducted on the field.
  • Ensure regular and accurate data collection and reporting
  • Contribute to the analysis of health activities and public health and sanitary context

 

 

The main responsibilities and activities of the Medical Program Manager can change depending on the evolution of the context, the work organization and the team composition.

 

Main activities:

  1. Management of the health teams

 

  • Directly manage, support and follow up the team
  • Support and follow-up the work of the health officers
  • Provide regular feedbacks that require line manager support and decision making
  • Prepare induction/training plan for all new team members
  • Compile weekly movement plans for health team and coordinate with logistics department.
  • Prepare mission orders for logistic needs and purchase the items directly when necessary in coordination with program coordinator and logistics department.

 

 

 

  1. Implementation of MdM health activities on the field level

 

  • Organize the health activities and ensure their proper implementation on the field
  • Ensure the quality and sustainability of the interventions
  • Coordinate with other departments / partners for the smooth implementation of any health related intervention
  • When needed, accompany the team in activities for supervision / training purpose
  • Participate in the development of resources for health awareness that are utilized by the outreach team

 

  1. Capacity building of MdM staff on health related topics

 

  • Contribute to identify training and capacity buiding needs among the health team
  • Contribute to prepare awareness/training sessions about health for MdM staff
  • Harmonize resources and contribute to resource development process

 

  1. Participation in the design and implementation of a referral system between community, PHC and other stakeholders

 

  • Assist in the development of effective referral systems between the community, the PHC and other stakeholders
  • Make sure that the mapping for proper referrals is regularly updated and shared with the health team and partner PHCs
  • Participate in the development of partnerships with local stakeholders necessary for the implementation of the MdM health activities
  • Assist the health team and partner PHC with referrals for high priority cases need (ex. GBV cases)
  • Ensure that people in need of referral are sent to the appropriate organization
  • Coordinate with the outreach team to ensure proper referral from the community

 

 

  1. Coordination with health and protection stakeholders
  • Attend Health working groups of area of interventions and other relevant working groups when required
  • Attend coordination meetings and represent MdM in relevant interagency meetings 
  • Participate in coordination meetings (working group/ task force) and inter-NGO trainings
  • Ensure that the coordination with other NGO’s on health topics is constant, smooth and efficient

 

  1. Data collection, analysis, and reporting
  • Elaborate and update the monitoring tools in coordination with medical coordinator and the MEAL team
  • Ensure that data collection is appropriately done by the team
  • Ensure the timely production of technical reports from the health team
  • Produce weekly updates and monthly sitrep
  • Translate verbally and written when necessary
  • Participate in donor’s reports

 

  1. Assessments and contribution to analyzing, evaluating and adapting the program
  • Assess the needs of the population in regards to health and primary health care practices and propose intervention strategies
  • Participate in defining effective and culturally appropriate approaches and interventions on the community level
  • Ensure that health analysis and proposition of intervention are relevant to the MdM’s overall strategy
  • Contribute to proposal writing in collaboration with other contributors

Requested Profile

 

  • Medical profile: doctor (preferred) or registered nurse or midwife
  • Masters Degree in Public Health, Community Health or Epidemiology added value
  • 2 to 3 years of experience with an NGO (mandatory)
  • Strong experience related to primary health care, maternal and child health, reproductive health, communicable diseases
  • Experience in project management
  • Excellent interpersonal skills: maintain a transparent, honest and supportive communication structure within a team
  • Proficiency with Microsoft word and excel.
  • Knowledge of Phenix
  • Arabic and English language are mandatory – French added value
