MAIN RESPONSIBILITIES:
The Medical Coordinator main role is to implement and monitor Syria mission programs’ health activities. S/he ensures the quality and relevance of health activities, practices, and data. S/he directly or indirectly leads/supervises program teams including providing guidance and support to Partners` program staff.
The Medical Coordinator is responsible for providing technical guidance for the design and implementation of the mission’s medical and health activities.
As a coordinator, she/he participates in the definition of the country strategy led by the General Coordinator.
ROLES:
Program management
- Participate in the development and realization of the country's strategy.
- Drive the medical and technical aspects in the development of MdM's strategy and budget.
- Design new health interventions in compliance with MDM and donors’ project design guidelines and according to the population needs.
- Make sure the different components of the program are consistent and in link with population needs.
- Lead the implementation of medical activities in link with the needs of the focused areas of intervention.
- Lead rapid health assessments as per need.
- Lead the monitoring of the different components of the program
- Provide technical lead on data collection tools, collecting, analyzing and monitoring the collection of medical data: verification, correction and analysis, in link with the program team and ensure the existence and functionality of project`s monitool.
- Management of pharmaceutical products: establish and/or supervise and validate, alongside the Health Advisor, the list of essential medications and medical orders, establish and monitor the consumption of medicines, consumables and equipment, supervision of partners` pharmacy management (stock and data) and medical supplies, assessment/support assessment distributors
- Share a regular analysis on MDM medical data and enforce corrective measures on the medical activities’ qualities in support to the partners` medical teams.
- Lead, supervise and ensure the creation and implementation of medical activities daily, weekly, and monthly plans in all MDM locations in the country.
- Create/share technical guidelines, feedback and advisories to the partner`s program staff on ground.
Team management
- Recruit staff under her/his direct or technical management
- Ensure proper induction, development and implementation of an evidence-based quality improvement and capacity building plans for MDM and partners` medical team at different levels.
- Develop individual action plans and proceed to regular professional evaluations.
- Define, roll out and supervise the whistleblowing policy and tools especially in relation to respecting patients/beneficiaries’ rights and dignity in MDM interventions.
Stock and logistics chain for medical purchase
- Ensure that orders for medical equipment, drugs and consumables are appropriate to program requirements and local regulations
- Follow up on medical purchase process and ensure application of quality standards by partner organizations.
- Ensure the compliance of medical stock management to MDM SOPs and internal regulations.
Coordination and representation
- Participate in the different medical meetings, especially health nutrition and GBV clusters/sector meetings when possible and analyze received minutes from partners attending the meetings.
- Establish and maintain good relationship with relevant technical staff in partners` organizations contributing to MDM country program.
- Ensure coordination and work in close collaboration with other actors in the country to avoid duplication and to address uncovered population needs.
- Evaluate the needs and requests of MDM partners.
- Lead the technical part of due diligence of new implementing partners.
- Provide technical supervision and capacity building for partner organizations.
Reporting and communication
- Share quality Monthly medical reports and sitreps
- Participate in the writing of donor's activity reports and proposals
- Provide the needed information and available materials for advocacy and visibility on MdM action, humanitarian situation in Syria.

CONTEXT:
MdM-France is operating in Syria as the leading Chapter of a consortium which includes MdM-Turkey (Dünya Doktorları Derneği) and MdM-Spain. While the three Chapters have been so far operating in Syria independently, since 2023 the recently formed consortium has embraced a Whole of Syria apporach.
The intervention focuses on supporting (throuhg local partners and health authorities) or directly running Primary healthcare centers. It includes a transversal approach on GBV and MHPSS.
SKILLS REQUIRED:
Training & Experience
- Higher education and qualification as Medical doctor, pharmacist, nurse or midwife
- Master’s in Public Health.
- At least three years’ experience in project management of complex humanitarian medical interventions in more than one location.
Soft skills
- Cultural Awareness and Apprehension: Ability to develop and practice an integrating attitude and behavior towards the cultural context in which he/her is working
- Flexibility and Adaptability: Anticipate environmental changes, and plan for control, containment and communication of these changes.
- Complexity and Stress Management: Ability to deploy tools to manage/deal with the identified stress level, factors and causes. In addition to Ability to deploy mechanisms to reduce the and contain the complexity of a situation.
Hard skills

- Strategic planning and Vision: Ability to set objectives, conduct resource provision planning, and draw a risk assessment
- In depth Analysis and Problem Solving: Ability to undertake a corrective action regarding a non-conformity, an incident or a problem.
- Languages:
- Fluent Written and oral English essential
- Arabic is an asset
CONDITIONS OF EMPLOYMENT:
Fixed-term contract

Gross monthly salary: 3 119 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
