MAIN RESPONSIBILITIES:

The Medical Coordinator will be specifically in charge of:

  • Designing, planning, implementing, adapting, and monitoring health programmes’ activities
  • Ensuring the quality and relevance of health activities, practices and data
  • Directly or indirectly leading/supervising medical teams (MdM or partners)
  • Participating in the definition of the country strategy led by the general coordinator (within the triptych)

WORKING RELATIONSHIPS:

  • Hierarchical link: Deputy General Coordinator_ Program
  • Functional link: Health Advisor based in HQ
  • Team under his/her direct supervision: 1 Deputy Medical Coordinator (National staff) and 1 Medical Advisor (National staff)

ROLES:

  1. Program Management
  • Participate to the development of the general strategy on MdM activities with the General Coordinator and the team
  • Drive the medical and technical aspects in the development of MdM’s strategy in collaboration with the General Coordinator
  • Make sure the different components of the program are consistent and in link with population needs
  • Participate to the implementation of medical activities in link with the needs of the focused areas of intervention (ex: training of MdM doctors, training on health education, capacity building on reporting, pharmacy management etc.)
  • React to any change by adapting the program if necessary (outbreaks, new needs arising, opening of new programs, etc.)

Provide regular analysis of the country's activities and health context to support advocacy, in line with the organisation's aims

  • Conduct health assessments, focus group discussions and key informant interviews when requested
  • Analyse the medical data received on a weekly/monthly basis and provide feedback to the Coordination team and partners
  • Set up and follow monitoring system (Monitool) and participate to the monitoring on a regular basis the different components of the program and to set up corrective measures in case of need
  • Co-operate with the finance team regarding budgeting
  • Participate in the development of the mission's EPREP
  • Develop and implement Standard Operation Procedures (SOP) for ensuring quality health service provision.
  1. Team management
  • Recruit staff under his/her direct or technical management
  • Ensure proper induction, capacity building and on the job training to team members
  • Develop individual action plans and proceed to regular professional evaluations of the team under his/her direct or technical responsibility
  • Organise and conduct regular medical/technical meetings
  • Promote a team dynamic that enables a global approach to health care (GBV, SRH, MHPSS as part of a primary health care package)
  • Participate in Disciplinary processes
  1. Management of medical stock and logistic chain for medical purchase
  • Ensure in collaboration with Logistic department that orders for medical equipment, drugs and consumables are appropriate to program requirements and local constraints
  • Supervise medical purchase process (needs evaluation, orders, quality)
  • Ensure the supervision of the pharmacist (consumptions, orders & inventory, storage)
  1. Coordination with NGOs/local associations and representation
  • Participate to the different medical meetings, especially Nutrition, SRHR and Health Clusters meetings, playing a key role in any relevant medical coordination mechanisms, and be pro-active in the technical working groups that are created to answer the pressing health issues that need immediate action of the Health Cluster members
  • Establish and maintain good relationship with Ministry of Health (MoH) to ensure all project activities are carried out with their agreement
  • Liaise with the legal or appointed medical authorities in the focused governorates where MdM is presently working
  • Ensure coordination and work in close collaboration with partners
  • Evaluate the needs and request of our partners
  • Coordinate at the Health Cluster meetings at national level
  1. Reporting and Internal Communication
  • Participate to MdM internal meetings
  • Elaborate Weekly/monthly Sitrep with the team, depending on the needs.
  • Ensure regular contacts with Deputy General Coordinator in charge of program.
  • Participate in the writing of donor’s activity reports and proposals
  • Provide the needed information and available materials for advocacy and visibility on MDM action, humanitarian situation in Lebanon

CONTEXT:

MdM has been working in Lebanon for nearly 30 years and specifically on the response to the Syrian crisis since 2012. The goal of MdM in Lebanon is to offer care to Syrian refugees and vulnerable Lebanese affected by this crisis. Currently, medical assistance is provided through one partner in one Primary Health Care Center in north Bekaa. MdM’s MHPSS intervention in Lebanon aims to strengthen the national mental health system and increase access to quality mental healthcare. MdM is working in the integration of mental health in the primary healthcare system and contributing to the development of a community-based mental healthcare services, opening and running community mental health centers (CMHC), in coordination with partners for the substance use, gender and inclusion components. 

Since September 23, 2024, and the intensification of the conflict between Israel and Hezbollah, Lebanon has entered a humanitarian crisis, with almost a million internally displaced persons (IDPs). MdM is stepping up its emergency response in areas where it is already active and is planning assessments in other parts of the country.

MdM’s activities are based in Beirut, Bekaa Valley and Tripoli.

SKILLS REQUIRED:

Education and experience

  • Medical Doctor or Nurse or Midwife or Pharmacist
  • Master’s in public health is desirable
  • Minimum 4 years’ experience in similar positions or in humanitarian sector
  • Experiences in public health and in managing health welfare in communities
  • Experience in supervising Health Promotion activities
  • Knowledge of MHPSS is desirable
  • Experience in hard negotiations with local authorities, partners and staff in a tricky context
  • Experience in outbreak management and emergency response

Skills:

Technical

  • Understand a healthcare system (including organisation, curriculum of medical profiles and national healthcare programmes) and summarise the broad outlines 
  • Understand and analyse a health context, health problems and data
  • Define a level of emergency (micro and macro)
  • Plan and quantify health activities
  • Define medical needs and adapt operational activities to new constraints in the field of new scientific information
  • Analyse medical and pharmaceutical indicators
  • Draft a project (including funding formulation)
  • Identify training needs, create and lead medical training modules
  • Discuss, present arguments and negotiate with healthcare authorities
