MdMs activities are based in Beirut, Bekaa Valley and Tripoli.

 

To implement and monitor the activities, the mission in Lebanon has been set up with a team of about 50 people managed by a General Coordinator and a coordination team. The position of Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator is part of the coordination team.

 

TASKS AND RESPONSABILITIES

 

As MEAL Coordinator (Monitoring, Evaluation, Accountability and Learning), you work under the direct supervision of the General Coordinator and in close collaboration with the Consortium Coordinator, the Support Services Coordinator, the Operations Coordinator, the Medical Coordinator and the MHPSS Coordinator. In the country, you are the direct supervisor of the Monitoring & Evaluation (M&E) Manager and the IT & Database Manager.

 

You are responsible for:

- Monitoring & Evaluation (M&E)

- Capacity building of MdM staff and partners on monitoring & evaluation

- Quality & Accountability (Q&A)

- Reporting

 

 

 

 

More specifically, your main responsibilities include to:

 

1. Monitoring & Evaluation (M&E)

- Supervise the data collection performed by the M&E Manager using MdM monitoring and evaluation tools

- Improve data collection tools used in the PHCCs and in the direct interventions of MdM (CMHC CMH-SUC)

- Supervise the data compilation performed by the IT & Database Manager

- Follow up the Mission indicators, analysis and interpretation of data, proposition of adjustments if need be

- Support the coordination team in the compliance with the donors indicators

- Review indicators to make sure they are SMART and harmonized

- Develop with the MEAL team and in cooperation with the technical coordinator and partners, the MEAL Plans for the mission.

- Harmonized the monitoring tools

- Act as the Technical Referent at Mission level for the use of Monitool

- Guarantee timely and accurate information

- Provide analysis of the qualitative and quantitative data collected and compiled for the purpose of reporting

- Ensure the production of summaries for data analysis when required (graphs, tables, reports)

 

2. Capacity building of MdM staff and partners on M&E

- Sensitize the partners on the benefits of Monitoring and Evaluation system

- Work closely with the partners to implement the necessary tools and follow-up system for data collection and monitoring of activities and project indicators. The objective is support the partners to improve their data collection and health information system

- Train and supervise the MdM staff and the partners on monitoring the different activities on a regular basis and coordinate corrective measures with them

- Support the partners reporting (in coordination with the Consortium, Medical / MHPSS and Support Services Coordinators)

- Coordinate and facilitate regular meetings with partners: technical review, coordination, follow-up of consultation reimbursements, collection of source of verification

- Set up and lead technical M&E taskforce in collaboration with the Consortium Coordinator (especially for the grant where MdM is the consortium lead)

- Compile the global action plan for the support to partners including admin/financial, logistic, medical and MHPSS aspects with the information provided by the relevant technical coordinators

- Contribute to the content of the MoU drafts on the Monitoring and evaluation and accountability objectives

- Report any sensitive issue to the General Coordinator

 

3. Quality & Accountability (Q&A)

- Ensure consistency and quality throughout, including log-frame

- Coordinate the implementation of the Beneficiaries Satisfaction Survey (BSS)

- Ensure the implementation of different thematic surveys in cooperation with the technical coordinators.

- Consider donor compliance and guidelines, ensure adherence

- Develop an accountability strategy as well as accountability plan for the country mission

- Support MdM staff involved in project management and support in the implementation of the accountability plan

- Include accountability in new proposals including budget line (under M&E section)

- Designed and implemented the complaint mechanism in collaboration with the Operation Coordinator and the Support Service coordinator.

-Ensures that complaints are recorded in an official database, processed and that people receive an appropriate, timely response

 

4. Reporting

- Provide timelines and ensure timely submission of reports to HQ/donors

- Contribute to the monthly reporting and ensure contribution from all relevant sectors

- Ensure proper data reporting to external platforms (4Ws, Altai, phoenix…)-

- Draft proposals and reports to donors with the support of the other relevant coordinators (Consortium, Med, MHPSS, SS Coordinators)

- Lead on the development of the project’s log frame

- Work in close collaboration with the consortium, medical and MHPSS coordinator to ensure consistency and quality throughout the report

- Work in close collaboration with the SS Coordinator to ensure coherence between budget and narrative

-Provide evaluations of the missions (intermediate and final).

-He/She validates and distributes the final versions of the monitoring and evaluation reports, studies and analyses produced by the MEAL team.

 

5. Team management

- Contribute to the recruitment of the team under his/her direct supervision

- Prioritize and coordinate the work of the whole team under his.her supervision

- Provide them technical support when necessary and work to strengthen their capacities

- Plan annual leaves for your team members to ensure there is sufficient resource available at all times

- Carry out annual reviews for your team members

 

6. Other

- In collaboration with the General Coordinator, contribute to the production of the Snapshot and Dashboard of the Mission

- Act as the Technical referent to ensure compliance with Donors requirements regarding visibility

- Participate in the coordination meetings with partners and other actors in Beirut, Bekaa and North of Lebanon (UN, NGOs, etc.)

- Take minutes of all attended meetings with partners and shares this information with the coordination team

- Facilitate coordination between MdM partners and other humanitarian actors when needed

SKILLS AND EXPERIENCE NEEDED

Professional skills and experience required:

- Experience in humanitarian and development context

- Master degree in the following or related fields: Development, International Relations, Humanitarian Management

- Experience in the implementation of monitoring and evaluation systems.

- Command of the project cycle management and strong analytical skills

- Experience of coordinating and preparing strong narrative reports for a variety of donors

- Experience in writing proposal/reports

- Experience in working with project budgets

- Experience in capacity building and in working with partners

- Understanding of compliance to the UN as a donor, an asset

- Ability to work in a volatile security context and to apply strict security rules

- Ability to manage a team and work with partners in a multi-cultural setting

- Ability to have a global overview of a program and long terms strategy

 

Personal skills and experience required:

- Capacity to work with partners and not only direct program implementation

- Good organizational skills, including time management, and rigor

- Ability to manage priorities and to meet deadlines as well as work under pressure

- Ability to take quick decisions according to the context in coordination with the team
