Main responsibilities:

  • To Supervise and consolidate the HR management of the mission.
  • To guarantee compliance with MDM procedures and policies, Local legislations in the specialist areas
  • To lead/supervise teams, directly or indirectly.

Main responsibilities and activities of the Human Resources Advisor can change according to the organization of the work and to the composition of the team.

Main activities:

  1. National Human Resources management:
  • Monitor the operation of the national HR agenda for staff (internal regulations, conditions of recruitment, medical policy, policy for dealing with abuse, HR management procedures, etc..) for the whole mission.
  • Manage the circulation of MdM job advertisements through local media and other NGO’s after the validation of the HR coordinator.
  • Responsible for the application of the HR conditions of employment
  • Manage activities concerning recruitment (support in selection of candidates, participation in the interviews, induction, administrative briefing, trainings…).
  • Manage the NSSF and MOF Registration of MDM staff.
  • Supervise the archiving and monitoring of individual HR files, contracts etc…
  • Manage the follow-up of leaves / overtime compensation: ensure the attendance tracker is updated, prepares a monthly report on holidays / compensation and ensure the leaves follow up table is shared with the coordination team. 
  • Manage the follow-up the attendance sheet and visit field office for data collection.
  • Supervise the monthly data salaries and send it to HRCO for final validation.
  • Supervise the salaries and legal contributions to the relevant authorities on a monthly basis NSSF and MOF and get the Auditors approval.
  • Lead and Manage on the conflict management cases: participate to the disciplinary measures, ensure the right HR procedures are followed in accordance with the Lebanese Law. Manage the explanation letters meetings, debriefing and disciplinary measure meetings. Train and support the managers and coordinators in letters writings and keep the filling by ensuring the confidentiality is respected.
  • Manage the revision of the Internal rules and regulations/condition of employment on regular basis and get the Lawyer and MOL validation under the supervision of the HRCO.
  • Manage and develop follow up tools and share it with the teams for better HR follow up and information (recruitment, leave, appraisal follow up etc..)
  • Manage and provide trainings to the staff when needed such as Appraisal training, COF, IR etc…
  • Lead and conduct the evaluation of the food basket, inflation and salary market in Lebanon to be able to supervise the revision of the salary grid and employee’s benefits
  • Ensure the organizational chart is updated and Job descriptions up to date in coherence with the MdM HR structure (Occupation and salary grids).
  1. International staff management:
  • Manage that the check-list for expatriate at their arrival and departure are done.
  • Manage the presence and the correct update of international staff archive.
  • Supervise the advances on salaries preparation for international staff.
  • Lead the acquisition of the required visas, work and residency permits in link with the broker.
  1. Coordination:
  • Lead the exchange of information and ensure smooth communication process between the different departments (support services / operations) and with other NGO’s
  • Supervise the elaboration of internal communication materials.

 

  1. Legal management : Legal framework of the mission:
  • In close relationship with the HR Coordinator/ Admin Coordinator and the General Coordinator:
  • Be the link between MdM and the national and local authorities: Ministry of Labour. And technical representative of MDM.
  • Manage the renewal of all administrative agreements, licenses, permits, authorisations and privileges granted to MdM by the various Authorities
  • Monitor on legal requirements regarding employment (social security, income tax if any, work permits, residency, employment contracts etc.) in collaboration with lawyers
  • Ensure that Lebanon HR rules and regulation are compliant with the legal requirements of the country
  1. Staff Management:
  • Manage the HR Officer and carry out his/her annual appraisal, objectives, manage leaves, security, training etc…)
  • Manage the training budget for the year and follow up on the trainings with the finance and the logistics.
  • Prepare the training Plan for the year in coordination with the line managers and HRCO.
  • Manage the Staff Care budget and ensure proper follow up of the staff care attendance and participate to the follow up of the staff care bi-annual sessions.
  • Lead on the organisation of staff events, staff meetings and team building days
  • Advise, facilitate and support the incident reports.
  1. Communication:
  • Lead the exchanges between different department and internal communication
  • Manage and prepare the staff Meeting twice a month.
  • Represent MDM in the HR forum and other NGO’s
  1. Other:
  • Assume part of the responsibilities and tasks during the absence of a team member.
  • Prepare and/or revise letters, agreements, or any other official document, according to the needs of the mission.
  • Translate verbally and in writing when necessary.
  • Perform any other additional duty on request of his/her supervisor.
  • Respect MdM principles/values and do not accept gifts in form of financial or any other compensation (ex: items/materials, food, drinks) from suppliers, traders, contractors, patients/ caregivers.
  • manage the Team Building day twice a year.
  • Master the Languages of the coordination (English, Arabic,French)

This job description can be modified at any time according to changes in MdM activities or in the context with prior notice and agreement between the two parties. On demand of the direct supervisor, other tasks might be added to that present list.

Requested Competence/Skills/Profile

  • University degree (BA) in human resources, finance, economics, business and administration or other relevant field. Master will be valued.
  • 3 years of experience minimum human resources/administration experience.
  • Experience in NGO will be valued.
  • Good computer skills on MS Office programs, especially in MS Excel.
  • Rigor.
  • Excellent Knowledge if the Lebanese Labor Law.
  • Ability to act as part of a multi-cultural and multi-disciplinary team.
  • Ability to organize and prioritize workload, using initiative when appropriate.
  • Ability to cope with stress; work under pressure often to strict deadlines.
  • Flexibility, adaptability, and patience.
  • Analytical and problem solving skills.
  • Proficient spoken and written English and Arabic.
