CONTEXT  

 

For more than 30 years, Médecins du Monde, a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. MdM currently works in 38 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment. 

 

MAIN RESPONSIBILITIES  

 

Under the direct supervision of the Health Manager, the Health Monitoring Officer is responsible for the supervision and monitoring of the PHC on the administrative, managerial part and very specific medical aspects that ensure the quality of health care provided at the PHCC for the smooth implementation of the Flat Fee Model (FFM).  

Additionally, he/she will be responsible for monitoring, gathering information and reporting on the beneficiaries’ health status, with a focus on the communicable diseases. 

 

TASKS DESCRIPTION: 

 

Flat Fee Model Implementation in the PHCC  

Responsible of the validation by case of the specific laboratory and imaging test requested by physicians (General Physicians, Gyn/Obst, Pediatricians)  based on the set clinical guidelines. 

Monitoring the correct implementation of the internal referral system or follow up (based on the tracking system at the community level). 

In charge of field level monitoring of the activities of the partner health structures, including: data collection, invoices, use of allocated funds, staff attendance, facilities opening hours, consultations timing, etc. 

Responsible of provision all related documentation requested as administrative procedures as described in the Memorandum of Understanding. 

Keep close collaboration with the Medical Manager regarding complaints or medical requests received from physicians on utilization of laboratory and imaging tests. 

Maintain very close collaboration with the Pharmacist and/or pharmacist assistanton the smooth development of activities in the pharmacy (notification to responsible on follow up task when assistance is needed). 

Lead the dissemination of the information on the referral system and its procedures to the health facilities— liaise with the community outreach supervisor. 

Coordinate with the PHCC Director any activity to take place as health campaign, distribution of kits to pregnant and lactating women among others. 

Provide feedback to the PHCC Director about opportunities to improve the services provision and keep up to standards.  

Promote every staff is following their tasks accordingly to their job descriptions. 

Coordinate with the PHCC staff round table discussions on work follow up 

Collect all the data concerning the referral system, infectious diseases and procedures. 

Ensure follow-up of the patients’ needs. 

In coordination with MEAL Department, leads health-related assessments of the beneficiaries’ needs, impact survey. 

Conduct technical assessment using specific formats. 

 

Follow-up on MdM supported activities  

Ensure that all the PHC activities in the center and through the medical mobile unit meet national/WHO and MdM standards as per protocols and guidelines. 

Ensure the accuracy of the data and analysis in the health facility supported by MdM. Report results to line manager.  

Provide inputs to Program Manager to ensure that the different components of the PHCC activities are consistent and in link with the health needs of the population  

Participate in the creation of health promotion material and sessions on PHC services and any other sensitization campaigns in the center  

In Link with Program Manager, propose any implementation of medical protocols, in link with the national ones, update it if necessary, and ensure that the PHCC team are following it 

Participate in establishing/improving referral system for secondary and specialized services. 

Collaborate and participate, in any field survey, data collection and/or needs assessment organized by MDM in relation to health 

 

Supervision / Capacity building  

Identify the training needs and coordinate the implementation of capacity building of medical staff 

Evaluate the quality of consultations by assessing patient flow, nursing procedures, and medical record documentation in the center and through the medical mobile unit. 

Provide technical guidance to the data entry clerk in the PHC. 

 Update oneself on current global standard in PHC 

 

Monitoring and reporting 

Provide support to the PHCC team at field level in understanding and analysis of performance indicators. 

Provide analysis of PHC indicators in monthly report to the Program Manager, detailing activities done, supervision, training given, assessments undertaken, etc. 

Contribute to monitoring information outputs (i.e. monthly Monitoring Dashboard) 

Ensure proper data entry on phenics (national health information system) in comparison with medical records and share information with data manager. 

Collect data, indicators, surveys and assessments according to the mission’s needs, as requested by the Program Manager, and input on a joint analysis. 

Monitor consultation trends, challenges and areas of improvement, and report action plans to program manager. 

Provide bi-weekly and monthly summary of activities to Program Manager 

Coordinate closely with Data manager to ensure quality program information are documented and regularly entered in Monitool. 

Actively promote a learning culture among the PHCC team 

Contribute to the financial report of the assigned PHCC/s and ensure their quality. 

Report immediately any suspect case that activate the threshold to immediate notify the MoPH and further investigation. 

 

 

Others 

Attend technical team meetings and coordination team meetings, as requested 

Upon request, participate in field survey/assessment and report writing 

Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services, perform other additional duties on request of the Program Manager  

To inform immediately security focal point in the case of any security problem 

Set up the flat flee model concerning MoU administrative requirements; 

Support PHCC Director in setting the ground for the smooth implementation of health activities with quality. 

Support when need to the pharmacy management through daily tracking as well as dos. 

Follow up on the financial aspects through preparing weekly and monthly the financial reports supported by good documentations.

Requested competences/skills/profile 

 

University degree (BA) 

Degree in nursing, midwife, pharmacist and medical lab (mandatory) 

Experience in quantitative and qualitative data collection, implementation and analysis 

Good knowledge of the public health sector in Lebanon, in particular in primary health care 

Good computer skills ( Microsoft Word and Excel mandatory) 

Strong communication skills (verbal and written) 

Ability to seek, collect, clean and critically analyse data and information needed to achieve the tasks 

Professional proficiency in Arabic and English is mandatory 

Good communication skills (oral and written) 

Experience working with NGOs 

Ability to cope with difficult security context 

Ability to travel frequently during working hours to pay field visits 

Excellence in organizing, planning and prioritizing tasks 

Ability to work with a team as well as to work independently 

Clear commitment to the project thematic 

Valid driving license (2 years minimum)
