Médecins du Monde, a medical association and an international solidarity activist, is involved for more than 30 years in treating the most vulnerable populations here and there, in bearing witness to the obstacles observed in terms of access to healthcare and in obtaining lasting improvements of health policies for everyone.

 

As an independent association, we act beyond healthcare by denouncing violations of dignity and human rights and by fighting to improve the situation of precarious populations. In France, the activities of Médecins du Monde aim to facilitate access to healthcare for the most vulnerable persons (homeless, migrants, drug users, prostitutes, etc.).

 

MdM works in around thirty countries in all the continents and on five priority themes (migration, rights and health, sexual and reproductive health, reduction of risks related to drug use and sex work, crises and conflicts and environmental health).

 

 

PURPOSES OF THE JOB AND MAIN RESPONSIBILITIES:

 

In 2015, Médecins du Monde chose to position the Health and Environment theme as a priority axis for its operational and political action. MdM's intervention strategy in environmental health sets itself the general objective of fighting inequalities in environmental health in order to improve the physical and mental health and the well-being of the most vulnerable populations. In France and internationally, Médecins du Monde works with the communities to reduce the exposure of people to risky environments, whether in their living place or at their workplace.

 

In situations of crisis involving industrial and/ or toxic risks (chemical explosion, major air or soil pollution, industrial dismemberment, etc.), environmental inequalities are exacerbated: The most socially vulnerable groups are often “in the front row” of places at risk. Their houses are less protective and impervious to risks and their access to information and prevention is uneven; their economic and social possibilities to move away from the main sources of pollution are low.

 

In Beirut, the aftermath of the explosions of August 4, 2020 resulted in a succession of risky practices, particularly in the management of debris from the port and the buildings. A watch is necessary to identify the risks associated with our target beneficiary groups, to help the Lebanese society access free information about the risks of pollution and to help the Lebanese civil society speak out for the most vulnerable populations.

MISSIONS:

 

1. Proactive watch

 

  • You follow the publication of conclusions, recommendations, reports and calls for projects issued by the main teams in charge of the environmental impact studies and in particular:

 

  • EERC constituted of the EU and the Swiss Search and Rescue
  • UNDP (in conjunction with the EU)
  • WHO and MoH on the monitoring of medical indicators
  • UNDAC-OCHA and the Brazilian delegation
  • URD Group
  • AUB

  • In particular, you follow the consequences of the dismantling works, the storage of the port and the buildings debris, the construction and demolition, the main sites with a potential industrial, chemical and biological impact with infectious and medical risks linked to the explosion of August 4. You follow the collection, treatment and storage plans and their implementation.

 

  • At the request of the Program Coo and Gen Coo, you analyze any calls for projects on environmental health topics.

 

2. Support of the Operational Teams

 

  • You promote the exchange of practices between the various projects of the emergency response aspect (MHPSS, outreach, medical aid, COVID protection, Environmental Health).

 

  • In conjunction with the Health Advisor and the DSP, you develop, adapt and make available SE tools for the project teams and the affected population.

 

  • You summarize the information from the "macro" watch for the General Coordinator and the team.

 

  • You provide a one-off support in the search for funding concerning the SE thematic aspect and the development of proposals with donors.

 

  • You participate in the identification of the teams’ training needs in the different points of the Health Environment theme, develop a training plan and conduct training.

 

  • You support the identification of external actors who can participate in strengthening the skills of the teams.

 

3. Support and Feedback of Operational Information

 

  • You participate in raising the awareness of the nurse(s) responsible for raising awareness to the thematic priority of Médecins du Monde related to environmental inequalities in health: living environment, living place and workplace, so that they systematically have the reflex of asking the beneficiaries about their living environments and their possible requests in this area.

 

  • With the support of the Health Advisor, you write a health and environment section in the analysis grid for the outreach work (MSF and MdM examples existing in the site assessments).

 

  • You compile the feedback from the field teams and the discussions with the nurse(s) in charge of raising awareness.

 

  • You analyze the information and discuss its relevance with the Program Coordinator and the Health Advisor in order to submit them to the Environmental Health group and to the triptych (the General Coordinator, the desk and Lebanon associative pool).

 

4. Advocacy and Representation

 

  • Under the supervision of the General Coordinator, you identify the contact persons: researchers, members of the civil society, action classes.

 

  • You meet, if necessary, the researchers and the environmental impact study teams.

 

  • You identify advocacy issues on the health and environment theme: illegal trade and storage of pesticides, civil society's right to information on pollution and its risks ...

 

  • You present your observations and conclusions with the environmental health group and to the international experts that this group can mobilize according to the needs that you have helped identify.

 

CONDITIONS OF EMPLOYMENT:

 

Position to be filled in early October 2020

Initial duration: 3 months

Status: Employee under national law

PROFILE REQUIRED:

 

Professional experience or training on the environmental health theme,

Experience in project management and team training is an advantage.

 

Languages: Arabic

Fluent French and/ or English (written, spoken) compulsory.
