Lawyer – Legal Consultations and General Advisory for the year 2025”

Purpose of the service:
The purpose of this service is to outline the roles and responsibilities of both parties in the
provision of legal consultations and general advisory services to Médecins du Monde –
Lebanon Mission. This agreement ensures that the mission complies with applicable laws
and regulations while mitigating legal risks and addressing legal needs efficiently.
Objective:
General Advisory and Consultations
The service provider will:
 Provide verbal or written legal consultations and general advisory services as
required.
 Offer guidance on day-to-day operations, including interactions with third parties.
Drafting and Reviewing Legal Documents
Draft and review various agreements and legal documents related to organizational
activities, including, Memorandums of Understanding (MoUs), Rent Agreements, Purchase
Agreements, Consultancy Agreements, Supplier Agreements, Service Agreements,
Employment Agreements, Lease Agreements.
Employment Law and HR Support
Provide guidance on employment-related matters, including_ Employment contracts (daily
workers, interns, volunteers, service contracts, etc.). Working hours, salary payments,
holidays, trial periods, leaves, allowances, and benefits. Drafting, reviewing, and legalizing
internal regulations, including registration with the Ministry of Labor. Updating internal
regulations as needed. Submitting and finalizing files for employment termination (economic
reasons), warnings, and notification letters.
*All services will be provided in Arabic and English.
NGO Registration and Compliance
Assist with follow-up and updates to the NGO’s registration with Lebanese authorities,
including:
 Replacing the representative of Médecins du Monde.
 Submitting the annual budget.
 Managing amendments and updating the ministerial decree.
International Staff Entry Visa Process, Work Permits, and Residency. New and
Renewals
Entry Visa Applications
 Prepare, submit, and follow up on entry visa applications for international staff.
 Ensure all required documentation is complete and complies with Lebanese
regulations.
Work Permits
 Facilitate the application process for work permits, including submission and
follow-up with relevant authorities.
 Address any queries or additional requirements during the processing period.
 Manage the cancellation of work permits when necessary
Residency Permits
 Manage the application and renewal processes for residency permits for
international staff.
 Manage the cancellation of residency permits when necessary
 Monitor expiration dates to ensure timely renewal, avoiding any lapses.
Research and Analysis
Conduct research and analysis on legal matters related to operations, including:
 Providing legal opinions.
 Drafting briefs, reports, and correspondence.
Representation and Administrative Support
 Represent Médecins du Monde before Lebanese government authorities.
 Assist with government relations and administrative follow-ups as needed.
Administrative Procedures
Introduce and follow up on administrative procedures with various public administrations,
such as_ Municipalities, Ministry of Labor, Ministry of Social Affairs, Customs and General
Security
Support for Miscellaneous Legal Issues
Address any additional legal issues by answering queries or providing advice via emails,
messages, or phone calls. Respond to inquiries within a 24-hour window when feasible,
barring exceptional cases requiring extended time.
Legislative Updates
 Inform Médecins du Monde of new decrees and regulations relevant to the NGO’s
activities.
 Notify the NGO of significant legislative changes affecting operations or employees.
Court Representation
Represent Médecins du Monde in all Lebanese courts or tribunals.
Communication and Reporting
 Ensure clear and consistent communication via email for legal advice and
interpretations.

 The offer could also include extra services not mentioned above with the detail’s fees

All above documents are mandatory in order to be considered for the assignment. Any other document,
which might support the offer, is encouraged to be submitted as well.

Expected starting date: 01/01/2025 (duration: one year contract renewable for an additional two years,
depends on funds and performance efficiency).
