MHPSS Manager-Bekaa

Major Duties and Responsibilities:
- Technical side of the role
- Contribute to the development and implementation of an appropriate and effective mental health strategy.
- Manage the implementation phase of the project.
- Execute the assigned projects to meet the projects objectives within budget and within the allocated time frame, in collaboration with the Health and MHPSS Programme Manager.
- Ensure the proper implementation of the MHPSS activities in response to the crisis, in particular, outreach activities related to Psychological First Aid and communication skills (PFA+), peer support groups, individuals sessions and referrals, mhGAP, and other possible MHPSS Programmes.
- Formulate and revise the Psychosocial Support (PSS) messages and approaches, in consultation with health project staff and the Community volunteers.
- Contribute to setting and following appropriate referral pathways.
- Engage with relevant community leaders, community-based organizations, local organizations, and other service providers in supporting beneficiaries to access PSS services.
- Ensure proper planning and implementation of assessments and surveys as required.
- Take an active role in MHPSS assessments and mapping to be conducted on the field.
- Contribute to the analysis of MHPSS activities.
- Support in MHPSS curriculum design and updates.
- Set clear objectives and indicators for mental health activities in collaboration with Program Manager and global advisor.
- Continuously monitor, supervise, and evaluate activities and progress, and taking appropriate action as needed to ensure continued progress.
- Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats.
- Contribute to the development of new proposals, linked to the assessed needs and gaps and the Medair country strategy, in conjunction with the Projects Coordinator and the Regional mental health Advisor.
2- Staff Management:
- Manage Officers and Senior Officers, providing coaching and support.
- Oversee staff appraisals, performance evaluations, and process improvement initiatives
- Develop staff in alignment with organizational needs and coach them to effectively manage others
- Lead the team, actively building a positive culture and ensuring cohesiveness Ensure an efficient and effective work schedule is in place for the health team in the field according to the agreed work plan.
- Monitor the team’s performance according to their assigned tasks and provide regular feedback to the Programme Manager.
- Assess the training needs of the health staff and center staff and field teams and ensure that appropriate training is conducted.
- Develop a positive team culture.
- Ensure all Medair procedures and systems are well understood and adhered to within the team.
- Deliver training to PSS staff and volunteers on MHPSS topics and interpersonal skills.
3- Quality Management/Work.
- Oversee the daily operations of the project team
- Execute the project strategy established by Project Managers (PMs)
- Perform necessary tasks to uphold high standards
- Develop and implement quality planning and improvement initiatives in coordination with other staff
- Identify processes for improvement and implement enhancements
- Ensure compliance with internal and external process requirements
- May be required to cover for the PMs when they are on leave
- Work with the Health and MHPSS Programme manager and other members of the team to develop the MHPSS strategy in the field.
- Oversee and work with the MHPSS team for the implementation of the assigned MHPSS activities and ensure that stated goals and objectives are met
- Work with the Health and MHPSS Programme manager to develop expenditure and procurement plans to guide implementation of approved grants in the site.
- Review budget vs. actual expenditure for the field program on a monthly basis.
- Provide recommendations and interventions to correct any identified deviations (related to compliance, over and under expenditure) that impact budget adherence.
- Monitor monthly payment provision prepared by the relevant person.
- Ensure all expenses are according to budget and meet the Medair standards with regards to financial management, including accountability and good governance
4- Communication and Coordination:
- Effectively manage conflicts and ensure diversity within the team
- Establish and maintain regular communication channels with local partners
- Organize and supervise daily team operations and tasks
- In close coordination with the Health and MHPSS Programme manager, develop and maintain appropriate, regular, transparent and supportive communication structures with the partners and relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs) with the objective of ensuring good cooperation and partnerships.
- Provide updates to the Health and MHPSS programme manager and the team on a regular basis
- Participate in Medair’s internal meetings and trainings.
- Attend external health meetings, other coordination meetings and working groups as requested by the health project manager, representing Medair and feeding back to the programme manager and staff on relevant issues.
- Conduct coordination meeting and share information with field teams
- Represent Medair during donor visits.
- Liaise, as necessary, with the MHPSS and logistic staff to ensure needed items and tools are procured, and accounted for correctly
5- Risk Management (in line with roles and responsibilities per position)
- Implement necessary procedures to manage and mitigate risks effectively
- Establish monitoring procedures to assess the effectiveness of risk management measures
- Continuously monitor for new potential threats
- Conduct regular risk assessments and make necessary changes at least annually
- Communicate risk observations upwards to the Health and MHPSS Programme manager
6 - Proposals and Reporting:
- Prepare activities, budget details, and targets for proposals, providing input into narrative sections as requested by Health and MHPSS Programme manager.
- Exercise budget sign-off authority within the allotted amount and ensure responsible execution of allocated budget portions
- Ensure accurate and timely written reporting from assigned staff according to Medair, donor and other applicable timeframes and formats.
- Submit timely weekly and monthly reports to Health and MHPSS Programme Manager and to other reporting systems
- Supervise the MHPSS team to ensure regular collection of the data and documentation as per grant and reporting requirements.
- Provide accurate regular reports, statistics, and documented results and maintain detailed records of the overall health program activities in the field.
- Review facility and community level data from the field
- Contribute to Medair’s monitoring and evaluation activities
7- Security, Safeguarding, and Fraud and corruption:
- Understand that safety and security at Medair is everyone's responsibility
- Support the implementation and following of all security procedures
- Report any suspected breaches of Medair’s Code of Conduct in a timely manner
- Work diligently to identify and report any instances of fraud or corruption, whether intended or unintended
- Ensure the systematic prevention of sexual exploitation, abuse, and harassment as well as fraud and corruption through people and process management activities
