MSI seeks a Lebanon-based team member for the final evaluation of USAIDs Lebanon Enterprise Development (LED) activity. The candidate will work closely with the evaluation team leader and other MEPL staff to support evaluation design, implementation, and reporting tasks. The team member will play a substantial role in leading data collection activities, which are expected to include in-person interviews. The evaluation is expected to start in May 2022 and should be completed by September 2022. The anticipated level of effort during this period of performance for the evaluation team leader is approximately 30-40 days.

 

Responsibilities:

The evaluation team member will work closely with the evaluation team leader and other MEPL staff to conduct evaluation activities. Responsibilities of the evaluation team member are expected to include, but not necessarily be limited to:

  • During the pre-field work period, support the evaluation team in developing the evaluation design including the data collection strategy, interview guides and other data collection instruments, and the data analysis approach.
  • During the kick-off period, work with the evaluation team to finalize the interview guides and logistics for the field work.
  • During field work, conduct and support interviews with key stakeholders and project beneficiaries, focus group discussions, and other required data collection activities. Prepare detailed notes and summaries of interviews and meetings are required.
  • Work with the evaluation team to analyze the data, write up sections of the report, and assist in presenting the main findings for USAID.
  • Support the evaluation team in responding to MEPL and USAID comments on the draft report in submitting a final report.

Qualifications:

  • Advanced degree (Bachelor’s) in business administration, economics, data analytics, or a relevant field; Master’s degree or Ph.D. preferred.
  • At least 10 years of experience related to small-and medium-sized enterprise (SME) development support, SME diagnosis, quality management systems, strengthening business processes or other related fields. Experience in more than one of these is preferred. Knowledge of LED’s market-led or buyer-led approach is also desirable.
  • Demonstrated experience supporting the design and implementation of evaluations, assessments, and/or similar studies for USAID or other foreign assistance programs, strongly preferred.
  • Demonstrated experience in the application of qualitative and quantitative data collection and analysis methods, strongly preferred.
  • Excellent analytical, writing, and presentation skills (writing samples will be requested).
  • Fluency in English and Arabic required.
  • Demonstrated understanding of the structure, strengths, and challenges facing the private and SME sector in Lebanon.

The daily rate for this consultancy will be discussed during the interview and onboarding process, if selected.
