Who we are:

Makhzoumi Foundation is a National, private, not-for-profit Non-Governmental Organization (NGO). Established in Lebanon in 1997, upon the vision and conviction of its Founder, HE. Deputy Fouad Makhzoumi and chaired by Mrs. May Naamani Makhzoumi, out of a strong desire to help empower the community in Lebanon to achieve self-sufficient independence via improved prospects.

Makhzoumi Foundation started its work in relief and humanitarian aid with displaced people during the Israeli invasion of July 2006. As a result of an agreement with the United Nations High Commissioner for Refugees (UNHCR), Makhzoumi Foundation became UNHCR’s implementing partner to respond to the needs of refugees and vulnerable people in Lebanon through the creation of the Relief and Humanitarian Services Unit in 2011, as a response to the Iraqi and Syrian crisis in Lebanon.. The unit works with several United Nations Agencies, International NGOs and local partners to provide services to beneficiaries of all nationalities in Beirut and some parts of Mount Lebanon, including the Palestinian camps in Beirut. The unit’s overall objective is to ensure humanitarian assistance and protection to displaced people and vulnerable communities in Lebanon.

 

 JOB DESCRIPTION:

 

Job Details:

• Title: Protection Coordinator

• Purpose: The Protection coordinator is responsible for overall protection leadership, coordination and technical support to maintain and expand Protection programming in Makhzoumi Foundation – Relief Unit.

 

• Reports to: Project Manager

• Supervisees: Project Team Leaders (Child Protection unit team lead, Persons With Specific Needs unit team lead, Street and Working Children unit team lead=, Gender Based Violence unit team lead)

 

 

 

Roles and Responsibilities:

• Contribute to the definition of the protection strategy for Makhzoumi Foundations’ mission

• Coordinate and monitor quality of protection interventions in child protection, gender based violence (GBV) and persons with specific needs (PWSN).

• Build the capacity of, coordinate and supervise protection teams

• Contribute to drafting new projects and in budget preparations

• Provide technical guidance, support and oversight in donors reporting

• Provide  clear support and supervision and mentoring to the Protection teams through regular field visits, meetings with the staff and the line managers.

• In coordination with the CP, GBV and PWSN technical staff, supervise technical support of the project.

• Support the integration of the Protection Programming with the other sectors such as basic assistance

• Coordinate quality, timely and effective protection responses to the needs of populations of concern

• Identify opportunities to mainstream protection methodologies and integrate protection safeguards in operational responses in all sectors

• Ensure oversight on protection activities and services implemented by MF for refugee populations and vulnerable host community so that they are in line with international and national protection standards and inter-agency guidance. 

• Represent the organization externally on protection related issues and ensure adequate representation and participation in relevant coordination platforms at regional and national levels

• Build and maintain effective interfaces with communities of concern, local authorities and other protection and assistance stakeholders

• Ensure compliance of staff with policies and standards of professional integrity and code of conduct in the delivery of protection services

• Monitor the project activities and outputs against project log frames, timeframes and budgets

• Ensure the monthly follow-up on budgets through coordination with Project Coordinators, finance and logistics within Makhzoumi Foundation Relief Unit and if necessary with the finance and logistics departments

• Implement staff capacity building initiatives in accordance with adequate international guidelines and technical manuals, and as required

• Provide policy and technical guidance to protection staff on day to day activities

• Seek to identify gaps and challenges in project implementation and service provision and ensure adequate reporting as relevant

• Regularly monitor reporting of activities and achievements and ensure compliance with reporting guidance and requirements

• Where relevant, propose and contribute to development of additional guidance and innovative approaches to address identified needs and gaps, in coordination with UNHCR

• Contribute to reinforcing and maintaining a healthy work environment that promotes cross sectoral and inter-sectoral collaboration, and staff development and well-being

Competencies[MLB1] :

• BA/BS in Law, International Law, Political Science, Social Sciences, or any related field, masters is a plus.

• Knowledge on Gender Based Violence , Child Protection and general case management principles

•3 to 5 years of relevant experience required, 2 years at least in a senior position

• Knowledge on working with persons with disabilities and older persons

• Team management

• Knowledge of project management

• Leadership skills

• Written and oral communication skills

• Excellent inter-personal skills, demonstrating diplomacy and tact

• Promotes teamwork and able to influence and motivate individuals

• Flexible and adaptable to the needs of the team and organization

• Analytical and strategic planning skills

• Able to negotiate effectively between different stakeholders, and to represent the project.

• Experience in representation and networking, in particular with Governments, humanitarian and development actors and donors
