The Programs Director will leverage their technical expertise and network to identify relevant approaches and strategies for private sector partnership and engagement and collaboration and alliances across the project’s task areas that will lead to high-impact local partnerships and results. The Programs Director will actively work with USAID and the project team for engagement of the private sector, academia, and other development partners, projects and peers, to support the aims of W-GDP and the EWLFL project in Lebanon.

The Programs Director will support and advise the Country Finance and Administration Manager (CFAM) regarding operations needs for the country program and supervise the Deputy Programs Director for WGDP and Program Manager for Emergency Response in the day-to-day implementation of their programs. S/he will coordinate with peer agencies, donors, government authorities and partners in a manner that aligns with LWR’s vision, values, and strategy.

Current USAID Program Oversight:

  • Strategy development and delivery of private sector engagement activities
  • Leverages technical expertise to play a leadership role in identification of relevant technical approaches and strategies for private sector partnership and engagement and develops alliances that will lead to high-impact local partnerships and results.
  • Plans, directs, and coordinates private sector engagement activities of the project ensuring technical quality and timeliness of relevant deliverables. Identifies synergies for private sector engagement across WGDP: EWLFL objectives and work streams.
  • In partnership with the private sector, USAID, and LWR Lebanon leadership, develops project private sector objectives and priorities for the project.
  • Engage, influence, and negotiate with private sector stakeholders regarding their contributions and participation in the project.
  • Identify a pipeline of private sector stakeholders/partners whose resources could be leveraged to WGDP: EWLFL efforts.
  • Manage WGDP: EWLFL’s relationships with private sector entities engaged by the project, negotiates with and influences private sector entities.**
  • Ensure compliance with LWR and donor policies and procedures. Where needed, update of country specific policies and assure compliance with local law.

Emergency Program Oversight:

  • Responsible for budget management and overall project spending
  • Collaborates with the project team in work planning and tracking work progress; participates in periodic reviews of progress.
  • Ensure compliance with LWR and donor policies and procedures. Where needed, update of country specific policies and assure compliance with local law.

Representation and New Business Development

  • Serve as LWR’s primary focal point for government partners.
  • Represent LWR on the humanitarian coordination mechanism and local forums
  • Represent LWR to donor representatives and support new business development processes.
  • Monitor trends in need and opportunity to identify emerging opportunities to expand programming.

Other

  • The Project Director will ensure compliance with the safety and security standards for LWR operations, assets and country-specific response to security threats and incidents. Coordinate closely with partner organizations to ensure a reliable and secure flow of security information.
  • Carry Power of Attorney for country office.
  • Budget holder for country office, with final responsibility for operational expenses and needs
  • Coordinate with CFAM to ensure agency and donor compliance in all program functions
  • Managerial responsibility over all program staff

Knowledge and Skills

  • Proven experience working with USAID and other institutional donors, private sector stakeholders, local NGOs, communities and local authorities.
  • Background in implementing livelihoods and entrepreneurship activities
  • Demonstrable track record in design or implementation of gender-focused projects
  • Demonstrated experience in the design, implementation, monitoring, and evaluation of emergency response projects, humanitarian assistance and long-term recovery programs.
  • Demonstrated ability to manage programs and budgets.
  • Experience managing diverse teams to achieve complex objectives.
  • Commitment to LWR's core values and ability to model those values in relationships with colleagues and partners.
  • Fluency in English is required for this position, Arabic fluency highly desirable.
  • Excellent interpersonal skills.
  • Deep understanding of the local context of Lebanon and ability to navigate local government and community structures.
