Policy Research Consultant on the regulation of foreign work in Lebanon

 

Legal Agenda, in collaboration with the My Work My Rights network, is seeking to commission a policy expert to develop policy recommendations on regulating the job market of foreign workers, both those residing in Lebanon and those recruited from abroad (i.e. migrant workers).

 

 

The policy paper objectives

  • Determining best practices in regulating foreign labor, which requires identifying successful models adopted in several countries.
  • Conducting a preliminary study that includes the legal and economic dimensions of foreign labor’s status in the Lebanese labor market, especially regarding the effects of the financial, monetary, and economic collapse on the foreign labor market, its circumstances, and the need for it.
  • Developing recommendations on various levels for establishing more appropriate policies in this regard. The recommendations should be based on objective facts, thereby limiting the current discretion and arbitrariness of the Minister of Labor. It should also reconcile Lebanon’s economic interests and the plans that must be developed to secure them with its rights-based obligations in combating forced labor practices and guaranteeing workers’ human rights.

 

The Consultant’s main responsibilities

  • Develop a detailed methodology for the research, including the development of research tools (e.g. Key Informant Interviews) to respond to the research objectives
  • Conduct a literature review /desk review to understand the existent policies and practices to contextualize the issue.
  • Conduct Comparative Research with relevant countries to identify successful models
  • Develop the policy paper and an executive summary

 

Skills and Experience

 

  • At least a Master’s degree in Economics, public law, public administration, social sciences, development studies or related field
  • Five to seven years of previous experience in policy research, including experience in academic or civil society context
  • Good knowledge and previous experience in the relevant topics: socio-economic rights and polices, human rights, gender justice and others
  • Excellent Arabic writing skills
